Official pipeline broken: PublishBuildArtifacts@1 no longer allowed by 1ES Pipeline Templates #712

Summary

The dotnet-install-scripts official pipeline is failing with:

/v1/Steps/UserProvidedBuildSteps.yml@1ESPipelineTemplates (Line: 89, Col: 7):
Unexpected value 'PublishBuildArtifacts@1 task is not allowed.
Please use `output: pipelineArtifact` instead.

Root Cause

azure-pipelines-official.yml uses PublishBuildArtifacts@1 in three places (lines 90, 134, 161) to publish logs. The 1ES Pipeline Templates have begun enforcing the use of output: pipelineArtifact instead of the legacy task.

Proposed Fix

Replace the three PublishBuildArtifacts@1 task usages in azure-pipelines-official.yml with the 1ES-compliant output: pipelineArtifact pattern, or use the Arcade template eng/common/templates-official/steps/publish-build-artifacts.yml which already wraps the 1ES.PublishBuildArtifacts@1 variant.

• Line 134: Linux job - Publish Logs
• Line 161: macOS job - Publish Logs

Note: azure-pipelines-PR.yml also uses PublishBuildArtifacts@1 (lines 39, 65, 90) but may not be affected since PR pipelines typically don't use 1ES templates. Worth checking.
