What does this PR do?
fix #47
fix close dialect gaps, add capability flags, atomic table swap, and rename for the remaining schema objects
it was added flags to dialects:
supportRenameTable
supportRenameColumn
supportRenameIndex
supportRenameConstraint
supportAtomicMultiRenameTable
supportRenameView
supportRenameTrigger
supportRenameSequence
and support them in dialects for renaming operations (rename table, column, index and e.c.t.)
