Disable routine Dependabot version-update PRs for npm and GitHub Actions. Dependency updates need reviewed lockfiles and rebuilt
dist/bundles, which Dependabot does not commit.Keep Dependabot vulnerability alerts and security-update PRs available;
open-pull-requests-limit: 0affects version updates only. Security PRs can be switched off separately in repository settings if maintenance should be entirely manual.
