ubuntu-latest starts moving to Ubuntu 26.04 on 2026-10-19 (actions/runner-images#14748). Pin to the current image until CI is verified on ubuntu-26.04. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
