Support Azure Blob Storage driver #256
Description
Hey,
I'm currently configuring our self-hosted GitHub runners in AKS. So far, we've been using the filesystem storage driver with a PVC for GitHub Actions Cache Server. I would like to use Azure Blob Storage directly and avoid the need for a ReadWriteMany PVC.
Would you be open to a PR that adds support for Azure Blob Storage as a storage driver ?
I have already implemented the required changes in our fork and deployed them to our cluster for testing. I can see that data is uploaded correctly to Blob Storage and fetched from workflows without issues. We are currently using Workload Identity for authentication with Azure.
I have only done basic testing in our own cluster, but it is also passing existing tests using an azurite test container to simulate Azure Blob Storage.

I checked out your implementation and I don't think there is much I would do differently. It's already very clean! Feel free to create a PR.

Thanks, I have created this PR with the storage provider changes.
Would you like me to also update the Helm chart to support the new azblob configurations, either in this PR or a separate PR?

Converted the PR to draft and I will update it to ready for review when I have updated the helm chart as well
