Problem
The ledger's default-egress-policy row still promises a draft pull request to agent-substrate; that draft (agent-substrate#1868) was closed on 2026-09-29 in favour of the maintainer's agent-substrate#1558. The line also has an upstream dependency with no carried patch: giantswarm/kagent-upstream#125 (Claude Code as uid 65532) needs agent-substrate#1918's first commit on gVisor, and nothing in the ledger says so.
Change
The egress row names agent-substrate#1558 as the exit and says the patch leaves at the re-pin that carries it. A new entry under "Upstream items prepared without a carried patch" records the agent-substrate#1918 dependency (what it fixes, which commit, why the rest of the stack is not carried, the lab stand-in). giantswarm/giantswarm#37742 rows 66 and 85 hold the same.
