fix(deps): bump postcss-selector-parser and tailwindcss in /dashboard - #246

Removes [postcss-selector-parser](https://github.com/postcss/postcss-selector-parser). It's no longer used after updating ancestor dependency [tailwindcss](https://github.com/tailwindlabs/tailwindcss/tree/HEAD/packages/tailwindcss). These dependencies need to be updated together. Fixed the failed dashboard workflow in The Tailwind 4 bump now includes its required migration: the dedicated PostCSS plugin, Tailwind 4 CSS import, explicit loading of the existing theme config, removal of redundant Autoprefixer, and regenerated packaged dashboard assets. Validation:
