fix(dashboard): show webhook dates in local time

Summary

• render webhook timestamps with the shared dashboard TimeText component
• use the browser local timezone consistently across hook inventory, deliveries, coverage exceptions and details
• preserve the canonical UTC ISO timestamp in the time element and tooltip

Validation

• 429 backend tests
• 64 dashboard tests
• dashboard production build
