Real Pi 5 boot of the merged FullPageOS image reaches the systemd-firstboot wizard and blocks the headless GUI image. QEMU E2E does not expose this because its prepare hook disables firstboot externally. This masks only systemd-firstboot.service during image construction while preserving the normal machine-id first-boot state, so ConditionFirstBoot services including SSH host-key generation still run. This replaces the unsafe approach of marking first boot complete, which suppressed SSH host-key generation. Verified with bash -n. Hardware evidence is in FullPageOS run 33686677571.
