Part of #193.
The meeting schedule was stated in six places across the wiki and three repos, and they disagreed on the time, on which Wednesdays we skip, and on how to get onto the invite. The CoP Meetings wiki page is now the single source of truth; everything else links to it rather than restating it.
This PR covers the two copies in
README.md. The wiki edits are already pushed.close-fork-prs.ymlalready linked to the wiki page and is unchanged.
