Update the pnpm workspace config to explicitly allow @parcel/watcher to build during installation. This avoids install issues for native dependency tooling while keeping the existing minimum release age exclusion unchanged.

Add a shop development section to the developer guide, with comprehensive theme development documentation for Halo Shop 2.27.
Cover setup, template reuse, page variables, Finder APIs, built-in components, styling, source development, storefront transactions, testing, and version differences. Link the existing shop theme guide to the new pages and reference shop-templates and the paid API documentation.
