chore: update test package maintenance and lint config

Summary

• extract test fixture package maintenance into scripts/test-packages.sh and wire the Makefile targets through it
• add the interactive test package dependency update target and refresh the fixture package manager flows
• move test fixture dependencies into devDependencies and refresh npm, pnpm, and yarn lockfiles/workspace files
• replace broad jscpd config ignores with precise inline jscpd:ignore markers on the duplicated workflow, action, and generated documentation blocks
• bump the local super-linter image version and align the devcontainer name

Note

• make lint was re-run during the work, but I did not capture one final clean end-to-end completion after the last precise jscpd marker updates.
