When an organization starts using the QC App for doing QC editing of their data, they may have old or legacy QC data that were produced using other methods. For these datasets, the QC App should enable a user to create a managed datastream for doing QC on a raw datastream by pointing at an existing datstream that contains their existing QC data. That datastream would be converted to the managed datastream and any new QC editing would proceed from there.
Why is this feature important?
This is an important use case for the LRO. They have been doing QC of their data for years and want to bring the existing QC data into managed datastreams so they don't lose or have to stitch together two datastreams of quality controlled data. This functionality should just convert their existing QC datastream to a managed datastream and then they can go on with QC editing from there.
