OGC API Conformance

This PR contains the remaining breaking API changes needed to be conformant to the following OGC API conformance classes:

• http://www.opengis.net/spec/ogcapi-common-1/1.0/conf/core
• http://www.opengis.net/spec/ogcapi-common-1/1.0/conf/json
• http://www.opengis.net/spec/ogcapi-common-1/1.0/conf/landing-page
• http://www.opengis.net/spec/ogcapi-features-1/1.0/conf/core

Additional classes were used as reference for some of these changes but still need additional post-2.0 work before we can claim conformance to them. Notable changes to the API include:

1. Every resource path moved to the following patterns /api/ogc/collections/{id}/items and /items/{itemId} with the exception of a few nested resources including collaborators, service accounts, linked resources, task runs, and QC sessions and operations.
2. Added /conformance, /collections, and /collections/{id} endpoints.
3. Added bbox and datetime filters to all collections, replacing existing equivalent filters.
4. Added self/next/prev links to all collection responses, and collection links to all item responses.
5. Datastream value count and phenomenon/result times become read-only.
6. Pagination limits get capped to a maximum value instead of returning an error.
7. The API no longer accepts unknown query parameters.
8. Boolean filters now only accept the literal values "true" and "false".
9. Query params that accepted the literal value "null" are now case-sensitive.
10. Minimal updates to client packages and frontend to conform to the API changes.
