Resolves hydroserver2/hydroserver#546
To keep this PR small and focused, I updated only the SDL app's services layer to be compatible with HydroServer's v2.0 API. Any potential changes related to the SensorThings API or a multi-workspace setup will be implemented in a followup issue.
This PR is good to be merged after being reviewed, but we'll need to bump the minor version and release at the same time as HydroServer v2.0.
