Use org.hypertrace.java-convention 0.4.0 (JDK 21 toolchain, release 11) so Jetty 12+ dependencies and hypertrace/java:21 images work in CI. Move workflows from ubuntu-22.04 (default JDK 11) to ubuntu-24.04. APPSEC-1213
Align dependency locks with hypertrace-bom resolution (jackson 2.21.7, netty 4.1.138, jetty 12.x, micrometer 1.15.12, postgresql 42.7.13) so Trivy image scan passes on the shipped config-service image. APPSEC-1213

Why
Lock refresh PRs (e.g. #373) have been failing since May because CI runs on
ubuntu-22.04with no JDK setup (default JDK 11). Jetty 12 requires Java 17+ at runtime. The docker plugin would still emithypertrace/java:11without the convention plugin, which would crash on startup with current BOM lines. Stale locks onmainalso left the shipped image with Trivy HIGH/CRITICAL findings (jackson, netty, jetty 11, micrometer, postgresql).What
