studio-app: say why Generate is unavailable in the confirmation - #312

When no machine can take the work (none running and auto-start off or out of budget), the server returns ready:false and the Generate button was silently greyed out. The dialog now says so plainly and that nothing was charged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Found re-walking on staging after the #684 unblock. With demand-start OFF and no worker, every plan is
blockedand the receipt hasready: false, so the confirm dialog's Generate button was greyed out with no explanation. Production is in the same state until auto-start is switched on.The dialog now shows: "No machine can take these shots right now, so they can't start yet. Nothing has been charged. Please try again in a few minutes." The zh copy matches. Server blocker texts are internal, so they are not shown. Tests: 878 passing; ratchet unchanged.
