studio-app: admin machine start rules panel - #313

Admins can read, preview and save the prepared start rules per exact pool/configuration/mode, with the audit reason, Idempotency-Key replay, confirmation digest and change history from the #695 routes. Adds the admin Machine start rules panel to Admin → Limits, on top of the merged #695 routes (
/v1/operator/dstack/admin/start-rules).POST /preview) → before/after list plus a required audit reason → Save rules (PUTwithconfirmation_digestand oneIdempotency-Keyper reviewed change, so a retry replays).start_rules_conflict/start_rules_confirmation_changedreload the latest values and say so. Whole-number range checks match the server bounds (1–86400 s, 1–10000 jobs).execution_connectedis false, the panel carries a "Prepared" badge and says the planner is not switched on, as the #695 doc requires.GET /history) loads when opened.Verified on a local build proxied to staging as qa-admin: read, preview, save 20→21 with reason, history entry shown, then saved back 21→20. Tests (4 new), lint ratchet (81/49 unchanged), UI/token checks and the build all pass.
