studio-app: stable layout on load (header nav, Quick Create sidebar, assistant note) - #315

Owner 2026-10-28: page chrome and copy must not wait for the backend or move controls. The header remembers the last access read for this account, so GPUs and Admin don't pop in, and sign-out clears it. The Quick Create stories panel shows immediately and keeps its place if the list read fails. The AI-assistant connect form shows one note per target below the switch, so changing targets never moves the tabs. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

/api/auth/meread per account in this browser (try/catch, cleared on sign-out), so GPUs/Admin tabs render immediately. The backend still enforces every route.Tests 882 pass; lint, tokens, UI patterns, CSS class checks pass.
