Generator 0.1.6 via release asset velnor-actions-0.1.6-aarch64-apple-darwin (sha256 3774bb8a96eae0e029d37a1f0710b12d9478bc56b9ffed3a5e7c0eefed34fdfb). Manifest copied from /tmp/manifest-0.1.6.json first (3-target manifest required). mise opentofu pin follows generator: 1.12.5 -> 1.13.1, lockfile regenerated. | Other existing files and directories under `.github/` are repository-owned and preserved by generation, including empty directories. A directory emptied solely by retiring its managed generated outputs may be pruned. Put custom files outside `.github/workflows/`, which is reserved for generated workflows. Generation refuses to overwrite an unmarked custom action when its path collides with a generated shared action. |

When adopting this preservation contract, also update .velnor/config.toml:1,4-6, which still identifies Velnor 0.1.0 and says generation replaces the entire .github tree and removes anything stored there. That stale guidance now directly contradicts this line and can cause maintainers to avoid or remove repository-owned files that 0.1.6 deliberately preserves; finish the migration by documenting the new ownership model consistently.
