Before: RC step 0 in docs/release-2.0.md only closed fixed issues (0234).
After: step 0 is one sweep right before the freeze, as Ruslan asked on 2026-10-19. It scans every open issue, milestone and open PR and drafts one closing list. The list covers issues fixed on master (each with a pointer to its fix), stale or irrelevant issues and PRs (each with a reason), and milestones that are delivered or superseded. Ruslan approves the list, and everything on it is closed in one pass. Until that sweep, external PRs and issues are left alone. Gate G11 now points at this step.
