Revert touch workaround for Podman #157

When the image is run on macOS, the events are not propagated within the container and per extension, live reload (upgrade, config), does not work. See issues:

• cannot receive inotify on shared directories when using AppleHV podman-container-tools/podman#22343
• Container is not notified by file operations on shared volumes apple/container#141

For the time being, I'll implement a touch feature which will be triggered by the CLI. #156
