ai-code-review-rc: remove the AI shadow - #546

Production now reviews with the subsystem-build prompts that the shadow was testing, so the shadow would only repeat production. Remove it. This also drops the skipped "AI Code Review (rc)" runs in kernel-patches/bpf. Restore the file from history for the next experiment. Remove the AI shadow workflow (
ai-code-review-rc.yml). Production now uses thesubsystem-build prompts it was testing (kernel-patches/bpf-ai-review switched on
10-23), so further shadow reviews would only repeat production.
Effects: no more AI reviews on kernel-patches/bpf-rc PRs, and no more skipped
"AI Code Review (rc)" runs and their patchwork checks on kernel-patches/bpf. The file
stays in history for the next experiment.
