Overview
Release 0.99.0 bumps package and manifest versions and records the feature in
CHANGELOG.md.The substantive SDK change extends the
OtlpDestinationtype (telemetry destination list/get/create/update responses) with delivery health fields from the API: requiredconsecutive_failures, plus optionallast_export_at,last_error_at, and sanitizedlast_error.
