Overview
Release 0.99.0 bumps package and manifest versions and records the feature in CHANGELOG.md.

The substantive SDK change extends the OtlpDestination type (telemetry destination list/get/create/update responses) with delivery health fields from the API: required consecutive_failures, plus optional last_export_at, last_error_at, and sanitized last_error. JSDoc clarifies that error timestamps/classes can linger after a later success and that consecutive_failures indicates current failure state.
