ci: add CodeQL code scanning workflow

Adds an advanced CodeQL workflow (.github/workflows/codeql.yml) mirroring listepo/rtok's setup: push/PR to main (skipped for draft PRs), weekly schedule (Mon 04:17 UTC), manual dispatch; build-mode: none, security-and-quality suite, one analysis per language.

Languages scanned: actions, c-cpp, javascript-typescript, rust

Notes: Not scanned: swift (no build-mode: none support), java-kotlin (Kotlin only, and none mode extracts Java only), ruby (only a CocoaPods Podfile, no Ruby sources), python (only vendored WAMR test scripts).

Repo default setup stays not-configured (GitHub rejects advanced-workflow uploads while it is on).
