docs: method grants and module configuration

Part of the method-scoped grants and per-module configuration layer (feat/method-scopes). Stacked on #98 (docs/runtime-process). This is the Tutorial Sync Rule's half of logos-cpp-sdk#174, logos-rust-sdk#70 and logos-liblogos#232.

What changes (logos-developer-guide.md)

• Caller Identity: the scoped mark.
  • A version 2 access policy can grant a caller individual methods.
  • The runtime refuses the rest with not_authorised before the handler runs.
  • It marks a call it checked against a list as scoped: LogosCaller::scoped, or logos_rust_sdk::current_caller_scoped().
  • Includes an example gate that lets a deployer extend it without a rebuild.
• 9.6 Configuration a module starts with.
  • The module reads it with configuration() (C++) or ctx.configuration (Rust).
  • It arrives before onContextReady(), on every start.
  • It comes from module_config:, --module-config or logos_core_set_module_config.
  • When a load fails closed.
  • It never carries authority.

No tutorial spec changes behaviour, so no rendered output moves.
