ci: pin Xcode 26.6, run the consumer check at 0.4.0 - #24

CI ran macos-latest with the newest Xcode and had no timeout or concurrency group. CI and Docs now run macos-26 with Xcode 26.6 via DEVELOPER_DIR, as the apps do; the test job has a 90-minute timeout and pushes to one ref cancel the older run. The test job runs tools/consumer-check/run.sh, which now also covers LineScan with lineProfiles(for:), CenterOfMassDetector, WavesDetector with ScanWaves and its two refusals, and all 20 SimulatoError cases. Its README and one comment no longer cite D12. Fixes #10 Done: CI pins its toolchain and runs the 0.4.0 consumer check. Next: Paul re-runs Docs for the newest tag once this is merged. The free plan's macOS runners are scarce. The required test job keeps its name and still runs on every pull request; the added consumer, iOS and URL-resolution builds move to a job that runs on push, tag and by hand.
