Current authoritative specification: v29 / Full R23

All five original participants newly approved this exact master and twenty phase digests. Thirteen recipes now validate Cargo workspace at the authorized repository root; target/executable containment and STOP on error remain mandatory. P52 source commit1d5f6b9 is preserved, so its next stage is verification. This corrects documentation and source provenance within the original scope.

All twenty child/branch identities and BASE values are preserved. Six delivered phases remain closed; fourteen phases remain sequential. Execution requires a fresh cold gate and explicit lead dispatch. Shipper exclusively runs product checks; no intermediate app build. Previously requested final no-bundle build once after all phases merge from clean synchronized main, with room09 artifact path/hash/bytes/UTC/sourceSHA; no installation/release/version bump.

Historical issue body, superseded only by the current exact specification above:

Current authoritative specification: v26 / Full R20

All five original participants approved the exact master plus twenty phase digests. P52 preserves a typed duplicate cause through the shared writer/repair/coordinator chain; ordinary errors retain their existing behavior. Configuration images remain checked before embedded parsing with full operational validation. Same user scope and ten paths; exact ten own partial outputs are preserved, not an initially clean tree.

Existing P52 child3146/branch/BASE196a4cf4 and P45 historical child3000/branch/base are retained without recreation/reset/rebase. Nineteen other specs and their phase identities remain unchanged, six delivered remain closed. One phase at a time. No intermediate app build; final requested no-bundle build once after all phases merged from clean synchronized main, shipper only, room09 exe receipt; no install/release/version bump.

Historical issue body, superseded only where the v25 header and frozen phase differ:

Current approved specification: v23 / Full R17

Strict duplicate-JSON configuration rejection is required: return the error and leave bytes intact, without a tolerant wrapper or rejection merely for a valid source change. Five original participants approved the exact master and twenty phase digests. Exact mapped identity is renewed under the user's persistent in-scope consensus authorization; source dispatch still requires the mandatory cold gate.

Twenty phases: six delivered (PR3053/3056/3113/3119/3137/3139), fourteen pending. P52..P59 precede P45..P50. One phase at a time. New children #3146..#3153 linked and open; historical superseded proposals remain administrative history, outside this twenty-phase execution set. Shipper alone executes checks; one final requested no-bundle build after all phases merged, timestamped room09 exe receipt, no installation/release/version bump.

Current authoritative R9 execution specification (v15)

All five original participants explicitly approved the exact new master/P44 set. P44-v9 preserves native stage-specific errors: prepare TerminalSnapshotsDisabled, final async/blocking AuthorityChanged, outer SnapshotTimeout and physical/guard semantics unchanged. Real Invalid, physical-only and positive actual-path proof are required; regressions retained. No product exception or additional source file.

Historical epic body (superseded administrative references only):

Current authoritative R7 execution specification (v13)

All five original participants approved the exact set below. This supersedes older plan/mapping/classification/reslicing instructions in the historical text that follows. Human approval of the exact mapped v13/P43-v9 set and bounded SchedulerContext/private-plumbing exception was explicitly received: user said ‘ok, dale, autorizada’. Receipt: D:/0_repos/AgentsCommander_iac/.ac/plans/2992-settings-owner/v13-human-approval-receipt-v1.json. Fresh implementation dry-run/real purge passed; P43 scheduler-only correction dispatched on existing branch/PR from integrated main at9521f10f. Publication/merge remain conditional on exact-head independent reviews, local/structural proof and required three-OS CI. Other phases remain sequential, no P51 implementation yet.

Historical epic record follows; exact R7 specification above governs:

Current minimum-path candidate (v8)

The user requested the minimum sufficient settings-owner path. Five-participant technical consensus now approves v8; human review is still pending, and no product implementation is authorized. The earlier v5 table and the unselected phase issues remain historical proposals. Only the following eleven rows form the current candidate. Existing matching OPEN native children are explicitly reconciled; no duplicate issues are created.

Scope decision: the user excluded High CLI with Medium app/owner. Normal CLI without elevation and the remaining data, real permissions, durability, retention and QuitGate contracts remain required. The UAC probe was cancelled without execution.

Historical request and earlier proposal (preserved)

Problem

Settings captures compete inside the running app. The supplied 2026-10-14 logs show 9 settings_lock_unavailable timeouts in capture_project_settings (PID24784), a burst of 40 acquisition starts in one second, and up to 23 pending acquisitions. All 727 observed successful acquisitions have releases; this is repeated contention with overtaking rather than evidence of a permanently held sidecar. Each timeout produces a settings error and a PTY persistence error. The PTY input was written before the failed settings read.

DEBUG attribution was delivered in #2985 / #2988; it did not implement a contention remedy. The copied log ends at 11:42:51.499, so findings do not describe later runtime.

User request and scope

The user requested an Epic and analysis of a singleton that represents settings in memory and is the sole component operating on the file.

Assume one running app instance per settings file, plus its CLI/daemon. Do not design for additional GUI instances or introduce unrelated services or actors. The user has now authorized preparing the concrete implementation plan, technical consensus, stages and phase issues for review before programming. Application implementation remains a later step with its own exact-plan approval and delivery gates.

The intended outcome is centralized settings ownership that reduces repeated file access and local contention while keeping data current, writes correct, and existing CLI behavior and durability intact. A singleton declaration alone does not prove these properties.

Verified starting point

Reference source: f6e5d08882ba9b208b56afe1fec44efb04925205; reported runtime build: a68c071552a73f3795cbb7544a6408558b71ee26.

  • GUI already has shared SettingsState = Arc<RwLock<AppSettings>>; it is not the sole file operator (config/settings.rs:13826, lib.rs:4410-4419).
  • The PTY/session path loads settings through the CLI reader before checking whether transitions actually require persistence (config/sessions_persistence.rs:2604-2629).
  • Daemon/mailbox runs in the app backend, while CLI is another process. CLI routing is partial: coding-agent routes mutations through the daemon with the app open and uses direct persistence with it closed; create-agent-matrix still reads from disk (cli/coding_agent.rs:438-494, cli/create_agent_matrix.rs:1-7,118).
  • Existing loaders, selected sources/project projections, physical identity, migration/export, protected fields, atomic replacement/sync and backups are contracts to inspect and reuse, not replace by assumption.

Required analysis

  1. Choose and justify the concrete ownership approach, reusing current state and transaction/writer capabilities where compatible.
  2. Inventory relevant app/PTY/CLI/daemon readers, writers and bypasses at a fixed source SHA.
  3. Define authoritative state, snapshot freshness, complete-operation ordering and protection against stale updates.
  4. Define app-open/app-closed behavior, startup/shutdown handoff, CLI operations in flight and transport failure handling.
  5. Distinguish synchronization that centralization can remove from coordination still needed for direct CLI access or handoff. Preserve session persistence contracts as a separate concern.
  6. Explain failure, cancellation and publication/commit semantics without silently changing durability or reporting false success.
  7. Provide a minimal implementation sequence, dependencies, affected surfaces, risks and focused verification/measurement criteria. State technical cost using the team's reproducible scoring method; separate unknowns from verified facts.
  8. Obtain Rust feasibility and independent architecture review of the exact approach. Record outstanding decisions with owners; do not claim readiness or a percentage of avoided timeouts without evidence.

Analysis acceptance

The Epic contains an evidence-backed recommended approach, verified reuse and bypass findings, app/CLI/daemon lifecycle and freshness contracts, a justified roadmap, independent review and explicit remaining decisions. Future delivery acceptance must measure reduced captures/contention under the same workload while preserving required reads, persisted updates and failures. No child issues, product edits, optional infrastructure, build or runtime interaction are implied by this analysis task.

Related existing issues for overlap/current-applicability review only: #193 (stale snapshot), #195 (CLI/GUI freshness), #1437 (read-error/default fallback), #1102 (settings read cost). These are not automatically adopted as children or claimed fixed by this Epic.

User-requested analysis extension — reusable ownership pattern

The user now requires the selected approach to be repeatable for other files with heavy traffic, potentially system files generally, and asks for a concrete proposal to evaluate who owns each resource and how it would be implemented/instrumented. This authorizes additional architecture analysis, not migration of other files or implementation. The user will evaluate the proposal before implementation.

Extend the settings approach with:

  1. Concrete owner identity: process/component, resource identity and scope, creation/lifetime, callers and app/CLI/daemon handoff.
  2. A proposed API and implementation sketch showing representative reads and writes, request routing, persistence/publication and failure/recovery. Clearly distinguish existing capabilities from proposed additions.
  3. The reusable mechanism versus per-file/domain policies, with dependencies, integration points and limits. Explain whether and why one pattern can cover configuration snapshots, append/event storage or other actual file types; do not assume all files should be kept in memory.
  4. A small evidence-backed applicability matrix from representative current storage paths, including storage groups, ownership and exceptions. No exhaustive all-file audit or automatic rollout.
  5. Observability sufficient to attribute traffic, ownership, waiting, persistence and errors; preserve the user's DEBUG preference for new diagnostic traces and keep ordinary production output proportionate. Explain instrumentation of the architecture as well as logging.
  6. A diagram and concise operation example suitable for the user's review, explicit trade-offs/decisions and a minimal first-adoption sequence. Retain durability, authorization, lifecycle and cancellation conditions already identified.
  7. Exact-version Rust feasibility and independent architecture review. Earlier settings-specific reviews remain historical and do not certify this extension.

Authorized next step — implementation planning

The user replied hacelo to the concrete next step: close the implementation plan with Architecture and Rust, including outstanding contracts, stages/issues, tests and acceptance criteria, and present it for review before programming. This extends the analysis-only authorization to planning and, after exact technical consensus, creation/linking of native phase issues. It does not authorize starting product code, build/runtime tests, a universal file migration or installation.

Apply the Full workflow to the settings adoption with the reusable ownership discipline already reviewed. The four earlier blocks are conceptual dependencies, not an approved phase count. Derive the final partition from the actual file/owner/contract inventory. Resolve the listed availability, bootstrap, physical ownership, stale-update, authorization, recovery and cancellation/drain contracts in the plan or expose a concrete product decision for the user; do not silently accept changed guarantees. New diagnostics remain DEBUG. Other file families remain applicability examples, not migration scope.

Approved delivery phases (v5)

Technical consensus is complete; explicit user plan approval is still pending. No product branch has been created. The canonical master/phase Markdown remains immutable.

Reviewed approach — analysis completed, implementation pending

This records ac-architect-v5's recommendation, Rust feasibility and independent architecture review. Scope remains one app per settings file plus CLI/daemon. No application code, tests, build, runtime interaction or Git mutation was performed. The source remains clean at f6e5d08882ba9b208b56afe1fec44efb04925205.

    Recommendation

Use one internal backend owner of the effective settings state, reusing SettingsState, its RwLock, existing protected-candidate helpers, source selection, transaction/writer and daemon request/result transport. Encapsulate write access; all app/PTY/daemon settings operations go through that owner. This represents effective configuration, including project-paths, agents and overlays, rather than a literal copy of one JSON file. There is no new external service or second authoritative cache.

With the app Ready, CLI queries and mutations use the same owner, including token bootstrap, readers before proxying, and project registration that currently writes directly. With the app closed, CLI obtains exclusive ownership for its entire load/apply/save operation. A separate stable ownership sidecar, using existing OS lock primitives, coordinates app initialization through shutdown/drain against direct CLI operations. PID and the current momentary GUI mutex are discovery signals, not ownership proofs. The transaction lock remains separate. Locks are released by closing handles; deleting lock files at startup is not the remedy.

Owner state identity retains the physical parent and logical target. The ownership gate covers the actual shared storage domain: agents, project-paths and the existing transaction sidecar have fixed neighboring paths. The future plan must finish that storage-closure map before fixing the gate scope. No extra GUI-instance design is included.

Order complete operations: admission, current state, apply/validate, persist, adopt returned effective state, publish revision/result, then events. Use business operations and preconditions; full stale snapshots must not overwrite concurrent updates. Multi-field editor drafts require intent and a base revision; exact DTO/client adaptation remains to be specified. Snapshots may still wait behind writes; one owner does not prove low latency.

Distinguish ordinary coherent snapshots, session retention with active plus archived projects, and privileged authorization with strict source/projection and current physical-path validation. Memory alone is not permission. Keep existing privileged captures and revalidation inside the owner until equivalence is demonstrated per caller. Retain source errors, conflicts, absence/null distinctions, overlay rules and protected fields. Obtain/release settings information before taking the separate session-save lock.

    Lifecycle and failure contracts

    • Acquire ownership before settings-affecting preflight/migrations; publish Ready only after valid state exists. Enumerate all preflight entry points and prove lock order. On shutdown, stop admission, resolve or reject pending operations, drain started work, remove Ready/endpoint and release ownership last.
    • A transport timeout while ownership is held never permits direct file fallback. Preserve request identity and distinguish rejected, pending/unknown and completed results; do not blindly repeat non-idempotent operations or replay old requests in a new owner epoch.
    • Cancellation of an await does not stop an already started blocking writer. The owner keeps task/guard ownership until a terminal outcome, and shutdown waits for it.
    • Existing saving can fail after agents changes, replacement, sync, verification or re-decoding. Visible bytes do not prove confirmed durable commit. Extend locked writer outcomes by stage, recover while exclusion is retained, and publish recovered state with diagnostics or remain non-authoritative. No false rollback or success, and no default save over an unreadable existing source. Do not merely wrap a saver that has already released its lock.
    • With a live unresponsive owner, affected CLI operations can return unavailable/pending. This is a potential availability cost, not a measured regression or accepted product change. Direct reads while that owner is active would contradict the requested unique file operator. Characterize current behavior per verb and expose the cost before the implementation plan; preserve the requirement meanwhile.

    Evidence and reuse

The bounded Rust inventory covers app getters/writers, PTY, daemon and CLI bootstrap, coding-agent, project registration, create-agent-matrix, workgroup/self-switch, send/list-peers/close-session and related readers. References are at the fixed source SHA, relative to src-tauri/src/:

MCP discovery was used first; its older metadata was checked against current source for material contracts. No exhaustive coverage is claimed from graph silence. Related #193/#195/#1437/#1102 remain open and are not automatically children or claimed fixed.

    Minimal technical sequence and acceptance

    1. Architect/Rust finalize storage closure, bootstrap/preflight order, safe queries, operation DTOs and staged results. Characterize existing contracts where necessary.
    2. Introduce encapsulated ownership, publication/recovery and initialization/drain coordination, preserving the existing writer's fresh gates.
    3. Migrate app/daemon and all enumerated CLI inputs, including pre-routing reads and direct registration. Adapt IPC/UI only where the operation contract requires it. Before serving memory as authority, classify every productive loader/saver/transaction/FS path, including wrappers and aliases; zero unclassified bypasses.
    4. Replace common captures with owner projections; remove privileged captures only after specific equivalence. Verify lifecycle/failure interleavings and compare the same PTY workload, results and restart durability. The earlier no-op candidate is complementary, not a replacement for ownership.

These are technical dependencies, not an approved phase partition, child issues or implementation plan. Config ownership must not depend on AppHandle, mailbox, UI or SessionManager; adapters handle events outside the guard. Validate layers/cycles against the eventual diff.

Measure captures per caller, pending operations, OS/internal wait and hold times, timeouts, getter latency and persisted results under comparable input/transitions. Reduced reads with stale authorization, lost updates or false success fail acceptance. No avoided-error percentage is established. The supplied sample shows nine timeouts and 727 completed acquisitions, not a permanently held lock.

    Provisional technical cost: 73/100, raw 148. Category scores: scope17, diagnosis11, domain16, ambiguity11, blast-radius17, integration12, verification16, state/compatibility17, concurrency19, environment12. Normalization: round((148-10)/190*99)+1. Process ceremony is excluded; remaining storage/contract decisions can change the estimate.

No blocking conceptual findings remain. Future-plan conditions have owners: Architect/Rust for storage/preflight, safe DTOs and result protocol; Rust/reviewer for bypass closure, staged recovery, task/drain ownership and caller-specific equivalence; future testing for availability/workload behavior. These capabilities are not yet implemented or proven. Epic remains OPEN for later implementation with its own authorization, exact plan consensus and delivery checks; DEBUG-plan votes do not transfer.

Reusable ownership proposal — ready for user evaluation, not implementation

The user-requested extension now has a concrete proposal authored by ac-architect-v5, exact-version independent architecture review and Rust feasibility. Source: f6e5d08882ba9b208b56afe1fec44efb04925205. Earlier settings-only reviews do not certify this extension; the new reviews below do.

    Who owns the resource

For settings, the existing app backend would create and retain a proposed SettingsOwner component in the config layer. It encapsulates the current SettingsState/AppSettings/RwLock. App commands, PTY and daemon/mailbox are callers of that same owner. Domain logic defines validation, projections and authorization; the coordination mechanism controls authority, admission, complete-operation ordering and outcomes.

Ownership is per storage domain, comprising resources that an operation must coordinate. Settings has selected sources, agents, project-paths and related persistence artifacts. State identity retains the physical parent and logical target; the ownership gate covers the actual shared storage closure. That map must be completed before implementation. Neither one independent owner per filename nor one global owner for all files is recommended.

App ownership lasts through initialization, Ready service and drain. A stable ownership sidecar, separate from the transaction lock, would reuse existing OS lock primitives. With the app open, CLI resolves identity/endpoint without reading settings and requests the existing daemon, which calls SettingsOwner. With the app closed, CLI obtains ownership for the entire direct load/apply/save operation using the same domain policies. A held gate or transport failure never permits direct fallback. No new service is proposed.

Concrete proposed API and operation path

The following are proposed contract names, not implemented symbols:

    SettingsOwner.read(context, projection)
-> Snapshot(revision=(epoch, sequence), value) or ReadError
    SettingsOwner.apply(context, request_id, expected, SettingsOperation)
      -> Rejected | FailedBeforeWrite | Committed(revision)
         | PartialOrUnknown(stage, recovery)
    SettingsOwner.result(context, epoch, request_id)
      -> Known | Pending | Unknown
    SettingsOwner.drain()
-> close admission and wait for started work

Only the policy/persistence path invoked under valid owner authority opens or writes the group. Productive bypasses must be closed before memory serves as authority.

An ordinary read returns a coherent projection under the read guard. Privileged reads preserve strict source/project-path authorization and physical validation; memory is not permission. A mutation admits and records the request, takes the exclusive guard, checks current state/preconditions/authorization, builds a protected candidate, invokes the transactional writer in blocking work, adopts its confirmed effective result, advances revision, records the outcome, releases the guard and emits effects. No raw JSON save, remote closure or blind stale full-object replacement. Multi-field drafts carry intent and a base revision.

Canceling an await does not cancel a started writer. The owner retains work until terminal outcome; drain waits before releasing ownership. Errors after agents/replacement/sync/redecode can leave disk changed: recover under retained exclusion or invalidate authority, without false rollback or commit. Reads after invalidation must reject or explicitly label historical state. Request receipt capacity, authorization, epoch, retention and replay still need exact contracts; Unknown does not permit automatic reexecution. Keep session locks separate and obtain/release settings information before taking them.

How the pattern can be repeated

Repeat identity/resource closure, authority, bounded admission, complete operations, task/result ownership, revision, drain and DEBUG attribution. Keep each domain's typed API, representation, validation, authorization, persistence strategy, durability and recovery. Start with small settings contracts; extract shared helpers only when a second compatible adoption demonstrates their value. No generic trait, global registry, actor, mutex for every file or universal in-memory mirror is proposed now.

Representative family Current evidence / future applicability
Settings Effective composed snapshot, protected candidates, transaction/writer and partial daemon routing. First proposed adoption; preserve sources, overlays and post-write uncertainty.
Sessions Snapshot persistence and unique temporary/rename retries. A future adoption must avoid duplicating live session state. The productive path prepares a snapshot before its lock; its leaf saver can return Ok without writing when agents is unreadable and has no sync_all in that body. It does not inherit settings durability automatically.
TASK-status Existing authorized CLI/orchestrator operations, bounded JSONL tail, revision checks, append/sync, last-request replay and journal recovery. Preserve this operational ownership; do not impose a resident backend owner, snapshot saver or full-history cache.

Evidence is bounded, not an all-file inventory. No heavy traffic is asserted for these examples and neither sessions nor TASK-status migration is authorized. Large files, external writers and shared neighboring resources require explicit domain policy/authority decisions; not every file belongs entirely in memory.

    Instrumentation

Architecture instrumentation means encapsulating FS capabilities, routing inventoried callers and checking bootstrap/preflight/recovery for bypasses. Operational diagnostics use existing DEBUG logging and monotonic durations, without a new exporter: authority/admission, projection, persistence stages, publication/results and drain. Attribute opaque domain, owner process/epoch, caller/verb, request/operation ID, revision, pending depth, wait/hold/duration, physical reads/writes/bytes, stage, typed error and omitted/partial/confirmed result. Separate internal waiting from ownership-gate and transaction-lock waiting.

Use bounded interval summaries and measure DEBUG-on/off cost. Do not log tokens, settings/status content, PTY arguments or sensitive paths. Preserve current operational errors; new diagnostic traces add no INFO noise. No benefit percentage is established.

    Review outcome and remaining decisions

Independent architecture: APPROACH_PASS. Rust: FACTIBLE_CON_CONDICIONES. Both reviewed the exact proposal digest; author consolidation accepts the future-plan conditions without changing its bytes.

Before implementation, Architect/Rust must close storage/preflight/gate scope and justify the sidecar against existing primitives; safe bootstrap, projections and operation DTOs; receipt capacity/retention/epoch; staged recovery and worker/drain; ordinary-read semantics after invalidation. Characterize CLI availability per verb when the live owner is unresponsive. No direct fallback is adopted and no availability regression has been accepted. Score the actual implementation scope; historical provisional73/100 was settings-only, not a universal migration estimate.

The user's conceptual evaluation is pending. Minimal first adoption: encapsulate settings capabilities, cover lifecycle and bypasses, then replace equivalent common captures and measure matching workload/latency/durable results. Evaluate another storage domain only from traffic, writers and cost evidence. This is not a READY implementation plan, phase partition or delivery authorization.

Implementation planning intake — scope and workflow

The user authorized preparing the concrete plan, stages/issues, tests and acceptance criteria for review before programming. Plan the settings adoption with a repeatable ownership discipline; do not migrate sessions, TASK-status or all system files. No product code or runtime/build work is authorized by this planning assignment. Source synchronized and worktree clean: f6e5d08882ba9b208b56afe1fec44efb04925205.

The existing provisional settings estimate is reused because its source and implementation boundary are unchanged. The complete file inventory and finalized contracts may require a scoped correction. This is not an estimate of hours or a universal migration.

Technical category Points Anchor and evidence
Scope footprint 17 Between module10 and cross-cutting20: app/PTY/CLI/daemon and DTO surfaces, multiple direct callers.
Diagnosis difficulty 11 Near reproducible unfamiliar subsystem10: runtime diagnosis exists; remaining attribution is bounded, without repeating the audit.
Domain knowledge 16 Between subsystem10 and lifetime semantics20: persistence layers, authorization, durability and Tokio ownership.
Solution-space ambiguity 11 Near viable alternatives10: conceptual owner selected, physical gate/projection contracts need concrete decisions.
Blast radius/reversibility 17 Between shared-path10 and persistent data/security20: settings and permissions; reverting code does not revert written data.
Dependency/integration 12 Above contract10: Rust/IPC/UI and CLI integration, without an additional service.
Verification difficulty 16 Between supported harness10 and hard-to-observe ownership20: handoff, cancellation, partial writes and comparable workload.
State/data/compatibility 17 Between persistence10 and live compatibility20: composed sources and wire DTOs; no new persisted format requested.
Concurrency/timing 19 Near shared-state/shutdown20: multiprocess handoff, lock ordering and uncertain outcomes.
Environment/tooling 12 Above platform-specific10: Windows and Unix locking/sync behavior; no environment changes requested.

    Raw148. round((148-10)/190*99)+1 = 73/100 provisional.

Excluded ceremony: issue creation, branch naming/push, PR creation, CI waiting, review rounds, delegation/messaging, changelog, version bump, merge and cleanup. Necessary product verification remains technical work.

Workflow: Full (score56–100 and architecture/cross-cutting/persistence criteria). Architect authors; Rust owning dev, Rust Grinch and Architecture Grinch independently review the same complete digest set. The eventual implementing owner votes on its phase; involve UI owner only if the actual file/contract inventory requires UI implementation. Vetoes apply: verification>=8 reviews proof, blast-radius>=12 requires full impact tables for user review, environment>=8 requires owning dev's written environment risk; state/concurrency already require architect-led contracts. Author states partition from the actual inventory, not the earlier four conceptual blocks.

Canonical project plan root: D:/0_repos/AgentsCommander_iac/.ac/plans/2992-settings-owner/. Follow immutable version naming from the project guidelines, beginning with plan-v1-settings-owner.md; preserve Full partition, cold-start phase, consensus/digest and execution-record requirements. The author must identify the exact canonical set and explain its version mapping before certification. No plan or branch currently exists for implementation; phase branches are created only when their later implementation begins from current main.

Round1 begins only after this round's workgroup-wide dry-run and real purge. Historical proposal reviews are evidence, not votes on the plan. Independent verdicts and any revisions are recorded against exact bytes. User review remains before product programming; no elapsed work, conceptual approval or standing authorization substitutes for the still-unwritten exact plan.

E2992 — user decision: unique owner and bounded CLI failure

User response during formal planning round1, after Architecture identified the current local-reader availability difference at source f6e5d08.

Explicit user answer: «Mantener dueño único y devolver error si no responde (Recomendado)».

Decision: retain the unique settings owner. Affected CLI queries may fail after a bounded wait when the backend remains alive but unresponsive. No direct-file fallback while ownership is held. Architecture defines concrete per-verb timeout/result/uncertain-outcome behavior in the implementation plan; this decision does not authorize blind mutation replay or claim runtime timings measured.

This resolves the availability product choice only. Preparing the plan, exact technical consensus, phases/issues and user review remains the current task; no product code or build/runtime execution is authorized by this response.

Author: NEEDS_ANOTHER_ROUND. Rust owning dev: entry blocked, no plan verdict. UI owning dev, Rust Grinch and Architecture Grinch: no assignment/verdict on an incomplete candidate. Independent plan approvals: zero. This is round1's comparison baseline.

The canonical file was truncated during a long Windows Bash heredoc write and ends main.r. It has60 lines/8082bytes, no complete implementation contracts, phase files or digest set. Preserve it unchanged. Failure is materialization and incomplete planning, not an independent rejection of the conceptual approach.

Remaining candidate work: physical resource/producers/bypass closure; bootstrap and safe authority/lookup; intent/revision DTO compatibility; admission/work and receipt bounds/epoch/replay; cancellation/drain and staged recovery; references/layers and cold-start green phases with frontend ownership; executable validation and workflow parity. No such work may be left as an implementer's design choice or declared already tested.

Reusable progress: user's explicit unique-owner/bounded-unavailable decision; five initial participants; new early-read callers and preflight/postwrite evidence; fixed source f6e5d08; PRE219modules/1211pairs/existing SCC89 with matching arc record. Do not rerun the general runtime diagnosis or unchanged PRE without material change.

Next round requires new whole-workgroup dry-run/real purge after all assigned reports and idle check. Author writes complete plan-v2 using a file-writing tool, not a long shell command; no overwrite of v1, no hidden READY. Then exact whole-set independent reviews. User-visible lack-of-consensus report was published before starting round2. No new user authorization is needed to continue this planning scope; no implementation is authorized.

Progreso de consenso desde la ronda anterior: SÍ.

Reviewer approval count0→0. Physical auxiliary-source uncertainty was materially narrowed: blocking-menu process cache versus agent-help per-read policy, concrete remote producers/stamps, and dormant source protocol not to activate. This is source evidence, not wording progress or a claim that physical closure is complete. No implementation or readiness is certified.

Recurring blockers: complete physical/caller inventory, authorized projections/bootstrap, typed stale updates, bounded work/receipts and epoch, worker/drain/recovery, reference placement and green phase partition. New concrete risks: settings fallback under sessions lock; Telegram secrets and Matrix AppSettings needs not served by generic redaction; request/result precedent lacks demonstrated secret-channel security/receipt durability; a router in cli/mod creates forbidden new clean-boundary pairs for some callers. No previously approved blocker was reopened because none was approved. The round1 write truncation was not repeated; no v2 was created.

Next candidate must make the remaining technical choices, not merely list them. Reuse source facts/PRE and the explicit user decision; no repeated runtime diagnosis or product approval question. In round3 the coordinator will assign focused factual review of the existing pending candidate to Rust and frontend while the architect closes operation/transport/recovery/phase decisions. Those reviews are evidence support, not PLAN_APPROVED or product execution. All five initial consensus participants remain required for the eventual complete digest set.

Publish this lack-of-consensus result to user/Epic before round3's mandatory workgroup-wide dry-run/real purge. User authorization remains planning, stages/issues after consensus and review before programming.

Reports are in D:/0_repos/AgentsCommander_iac/.ac/project-shared/2992-settings-owner/. There are zero PLAN_APPROVED votes; local PHASE_EXECUTABLE observations are not partial set approval and never replace another owner/reviewer.

    Consolidated required corrections

    1. Staged behavior and bootstrap: specify the pre-activation owner state, source/freshness/Invalid behavior of migrated readers, RPC directory/polling/secret-projection inactivity, and exact main preflight/logger/notice order during P11..P20. Rust finds the strategy feasible; Rust Grinch finds these transition decisions insufficiently specified. Preserve and resolve that disagreement with explicit decisions and proof, not by preferring one verdict.
    2. Phase-specific proof: replace generic acceptance boilerplate with bounded named cases, test locations, stimuli/barriers/fault controls, and positive/negative observable results for each changed contract. Core/transport need exclusion/release, admission saturation/dedup, cancellation, multi-file ledger/recovery/Invalid, reentry, epoch, lost result/no replay, and credential protection cases. Use existing inline/tempdir/fault facilities; no generic harness or tests executed during planning. Retain UI's stale/unknown/dirty/epoch/parity requirements.
    3. Executable guard commands: all19 phases currently invoke integration-test names with cargo test --lib filters. Correct commands must actually run the named integration targets, rather than succeed with zero tests. No optional extra guard becomes a blocker.
    4. First-phase dependency execution: P01 declares no dependency but its set -u shell unconditionally consumes DEPENDENCY_PR/MERGE_SHA. Make the shared dependency protocol executable with a genuinely empty first-phase dependency list, without fabricating evidence or dropping ancestry checks.
    5. Closure scope/order: reconcile P20/P21 legacy-handler rejection/removal, missing P20 handler paths and the per-phase file budget. Architecture Grinch identifies transient duplicate work and multiple changed contracts; author must decide and justify the necessary sequence/atomic activation and contract label. Its suggested reordering is an option, not a coordinator-authored solution or unilateral instruction to remove scope. Reconcile conflicting Ready withdrawal/publication callback/drain order in master versus P20, including final retention/cleanup and tests.
    6. Frontend closure: P18 removes SettingsAPI.get while AgentPickerModal, log-level, sidebar/App and resource-monitor/App still call it outside the planned impacts. Author must choose compatible read alias or complete migration before retirement. UI also found legacy command mocks/assertions in Titlebar.webserver.test.tsx and SettingsModal.general-nav.test.tsx omitted from P16/P18. Complete the targeted caller/fixture census, include necessary files, repartition within budget, and keep each caller and its tests green together; no fake write compatibility or weakened assertions. The examples demonstrate incompleteness, not exhaustive discovery.
    7. Final artifact contract: unify all affected specification text with the literal lead workflow name agentscommander_standalone_room-18_.exe, built by shipper after final merged clean main equals origin/main. Keep the existing build output as the copy source, exact permitted output/UTC/hash/bytes/source-SHA receipt, and no installation/build now. The lead's earlier shorthand omitted agentscommander; corrected shared source is planning-r3-lead-workflow-source.md SHA256 E8E660E233D5FA8E104E1DD6EE6BEEACEFEE03AE7288007F496F9BD3C564E75C. Reviewers' shortened filenames do not override that literal source.
    8. Immutable certification: COLD is valid for reviewing v2, not implementation permission. The shared lead-workflow extract requires Status: READY_FOR_IMPLEMENTATION in the implementation plan; no external replacement exception was verified. Reconcile the next complete candidate with that literal requirement and author rules without editing v2, transferring votes, or demanding future execution results before planning. Any real contradictory rule must be cited exactly. All changed bytes require the same five participants' votes on the new complete set.

Owning Rust and UI ENVIRONMENT_RISK statements are now written and reusable where applicable. No new product decision is requested: bounded unavailable CLI, sole ownership and no fallback/replay remain fixed. Nonblocking reviewer suggestions remain nonblocking.

    Progress against round2

Progreso de consenso desde la ronda anterior: SÍ.

Independent approvals remain0→0. Material progress: missing complete candidate was eliminated; a physically complete master/19-phase set now exists, with exact impacts/owners/dependencies and verified hashes. Placement/cycle uncertainty narrowed to classified references: two new pairs internal to the existing SCC89, no new module; architecture reviewer verified the comparator and classification. Operation/projection/epoch/receipt/recovery/drain contracts are now written, not just a list of questions. Both owners supplied written environment risk.

Recurring/narrowed blockers: bootstrap/transition semantics, proof of persistence/transport invariants and cold-executable green partition are still incomplete at concrete sites. New blockers: zero-test guard commands, P01 dependency variables, omitted UI readers/suites, activation/legacy-handler impacts and drain-order contradictions, final artifact naming. No approved blocker reopened because none had been approved. A complete candidate is progress, not consensus, readiness or measured runtime improvement.

    Next round

Publish this report to user/Epic before the next mandatory whole-workgroup cold gate. After all assigned reports and commands finish and peers are idle, dry-run then real purge; require explicit success/exit0. Round4 author must preserve v1/v2 and existing stable IDs, produce a new complete version and affected phase files, reuse factual evidence/PRE/environment statements, close these specific decisions and proof gaps, and return the exact full digest set. Do not repeat global investigation, prescribe a phase count, create children/branches, implement, or request another planning permission. Formal reviewers then review that exact candidate before materializing phase issues and presenting the plan for user review before code.

    Consolidated remaining findings

    1. Staged background capture/lock amplification (Rust Grinch S1; architecture B1). Master:165 and the identical staged section require every migrated current_snapshot/Retention/query to strictly recapture composed sources under transaction exclusion. menu_guard currently reads RAM on a250ms loop (pty/menu_guard/mod.rs:303-307,445-452); P07 migrates it. Other periodic consumers include git_watcher, remote_watcher and scheduler. This creates repeated multi-file captures and lock acquisition in the intermediate merged states, with potential Busy/timeouts and no counter-based proof limiting the regression. The original epic addresses lock contention. Author must choose a phase-safe ordinary/background read policy, preserve privileged freshness and apply staleness checks, and add controlled physical-capture/lock-count proof for periodic readers. Reviewers offered alternatives; coordinator chooses none. Distinguish ordinary reads, Retention, user actions and fresh authority captures explicitly. A weaker freshness claim alone does not justify added lock traffic.
    2. Coding-agent mutation notification and intermediate lost-update risk (Rust Grinch S2). P13 changes the CLI mutation route before active ownership, but the specified path does not retain the GUI-open mailbox notification behavior. Existing mailbox emits coding_agent_settings_updated; the UI store/modal depend on it. Legacy whole-object writers remain during some later phases and can submit an outdated agents list. Source merge_protected_coding_agent_settings takes client membership, so a silent CLI add can be overwritten. After P20 the owner must also have an explicit post-commit dedicated-event contract; preserving a subscription without an emitter is insufficient. Author decides the necessary transition route/order and active notification responsibility. Add a controlled CLI-mutation plus GUI-save scenario proving event delivery and agent survival, preserving protected output, final authority and no replay. Do not assume Rust's general feasibility approval resolves this independent finding.
    3. P38 local command missing (owning UI UI-V3-1; architecture O2 noted nonblocking). P38:78-83 names store/watchers cases, :85-90 has cd/comment/typecheck/build, and the common section points back to Focused acceptance. There is no local npm test invocation for its selected suites. Full CI correctly runs all tests, but the phase promises executable local checks too. UI's owning verdict therefore requires the explicit invocation from R: npm test -- src/shared/stores/settings.test.ts src/watchers/App.test.tsx. Fix in new preserved bytes; no product/assertion/scope/phase-count change or test execution now. Preserve the difference in reviewer classification without treating the owner's required executable check as waived.

Reviewer notes on per-suffix focused-test checks, copied irrelevant text and epoch wording remain nonblocking. Existing controlled matrices, positive/negative proof, guards, impacts, no-replay/security and drain controls must remain. Any genuinely new scope concern is reported with evidence; do not silently expand or remove work.

    Progress from round3

Progreso de consenso desde la ronda anterior: SÍ.

Required independent approval count increased0→1. All eight prior consolidated groups are closed or materially resolved in the reviewed text: staged state/sequence and RPC inactivity are explicit; proof matrices and real integration guards exist; P01 handles an empty dependency list; IPC/mailbox retirement precedes atomic activation; drain ordering agrees; UI readers/writers/fixtures and all necessary suites have assigned impacts; final artifact and immutable READY candidate rules agree. UI independently found no other own contract blocker and confirmed prior UI1/UI2 closure. Both owners confirmed written environment risk with v3 deltas. The25-phase/101-path set is complete and budgets/dependencies/impacts were verified.

New blockers are the regression introduced by the selected staged recapture policy, the transition/active dedicated notification gap, and P38's missing explicit local command. The first narrows the remaining staging concern to physical traffic rather than undefined state; it is not closure of the new regression. No earlier approved/landed phase was reopened; no phases have landed. The positive Rust vote still identifies v3 only and cannot approve v4 automatically. No runtime improvement or failure was measured during documentary review.

    Next action

Publish this lack-of-consensus result to user/Epic before the round5 whole-workgroup cold gate. All four review assignments have concrete results. After commands finish and peers are idle, require dry_run_ready then purged with exit0. Author prepares the next complete preserved version, keeping all47 existing canonical files unchanged and stable IDs, with the three focused decisions/corrections and exact full digest set. Reuse factual UI inventory/supplement, PRE/classification and environment statements; no new broad census, framework, product work, tests/build/runtime, phase issues or permission question. All same five participants vote on the new exact set. Then materialize native phase issues and present the complete plan for user review before code.

Reports are in D:/0_repos/AgentsCommander_iac/.ac/project-shared/2992-settings-owner/. Two of four required independent votes approve, two require changes. Owners' approvals do not waive independent dissent or authorize implementation; new bytes require applicable exact-set votes from the same five participants.

Consolidated remaining findings: distinguish existing disk readers from RAM readers

Rust Grinch S3: fresh authorization captures and revocation. P08:14 routes seven mailbox sites through registered settings access without individually classifying them as fresh/physical: mailbox.rs:4623,4817,5458,5586,6824 use strict project-path capture; :7695,10709 compare root_token from a current physical load. P08's ordinary-query zero-capture test does not prove their required freshness. A mistaken RAM classification could accept a token/path revoked on disk until a later publication. The contract already preserves fresh revocation/final-use authority; P06 explicitly classifies its equivalent pty_input path, but P08 lacks the corresponding mapping and proof. Author must make the targeted classification explicit, retain the actual existing strict capture/exclusion semantics where required, and add positive/negative mailbox revocation proof, including physical counters distinguishing privileged routes from zero-I/O ordinary readers.

Architecture Grinch H1: existing disk-based team discovery and transition freshness. discover_teams() at teams.rs:1786-1788 loads physical settings per invocation. Its authorization/coordinator consumers include mailbox.rs:7859,8015,10717,13211, session.rs:1587, actuation.rs:129 and lib sites cited in the report. A legacy CLI new-project/open-project while GUI is open must not become invisible to those callers during intermediate mains. Root-token sites overlap S3. The blanket RAM rule and claim about "today's RAM readers" do not classify these existing disk readers correctly. Author must preserve their necessary observed freshness without adding the periodic exclusive-lock traffic just removed, and specify a controlled legacy project-path change/discovery test with counters for the applicable existing lock behavior. H1's proposed lock-free behavior refers to existing non-strict load_settings readers; it must not silently replace the existing locked strict project-path captures covered by S3.

These findings overlap but are not interchangeable: S3 includes five explicit strict project-path authorization sites and token revocation; H1 adds team discovery/coordinator visibility and the distinction between existing non-strict disk reads and RAM reads. Preserve both sets of callers and proof obligations. H1 says Active policy need not change, while S3 invokes the retained final-use/fresh-revocation contract. Author must reconcile by actual call-site/source contract rather than generalize either statement to all paths. Coordinator chooses no storage/API design or reviewer alternative.

Required next decisions: classify the bounded P08 sites; distinguish ordinary/background RAM reads from already-physical privileged/non-strict readers; preserve current revocation, discovery, error and exclusion semantics through every intermediate main; update P08 and any conflicting master/common text; assign explicit counter/barrier positive/negative tests. Keep zero new I/O/transaction-lock attempts for readers that currently use RAM. No new global audit, domain/framework, dependency, phase-count target, product test execution or permission question is needed.

Nonblocking notes on per-suffix test listing, P01 copied prefix text and P04 breadth remain nonblocking. Earlier event/ledger/ACL/no-replay/drain/CI/final-artifact controls stay intact. No new application vulnerability or measured runtime regression is asserted: these are prospective specification findings.

    Progress from round4

Progreso de consenso desde la ronda anterior: SÍ.

Required independent approvals increased1→2, with new exact-byte approval by both owners and written environment deltas. All three round4 correction groups closed: background RAM readers no longer gain per-tick physical captures/locks and have counter/positive-control proof; Staged GUI-open mailbox/event plus typed postcommit emission and atomic activation preserve notifications; P38 now explicitly invokes both local suites. Both Grinches recognized those closures, and UI found no own blocker.

New/narrowed blocker: the RAM-policy correction was overgeneralized to some sites that already read disk, exposing the P08 classification/freshness gap above. This narrows the remaining transition concern to specific existing disk readers rather than periodic-reader contention or undefined staging. No formerly approved/landed phase reopened: none has landed, v4 owner votes remain bound to v4 only. Tests/runtime were not run; no performance percentage is claimed.

    Next round

Publish this report to user/Epic before round6's mandatory whole-workgroup idle/dry-run/real-purge gate. All assigned formal reports are received. Author preserves all73 existing canonical files, prepares a complete new master and affected phase versions with explicit bounded P08 classification/proof, and reports the complete digest set. Reuse unchanged evidence and phase analysis; do not rewrite or re-investigate unrelated work. A common-contract byte change requires all affected phase versions; unchanged phase bytes may retain their identity under partition rules, but the same five participants still vote on the new exact set. Do not transfer owner votes to changed bytes.

Only after exact consensus materialize native phase issues/mapping, then present complete plan to the user for review before code. No implementation, branch, test/build/runtime or installation is authorized now.

P51 delivered in PR #3137, merged at 2026-10-20T04:35:09Z. Child #3118 is CLOSED. Clean local main equals origin/main at 0ad47a60f27f96b8116ac6c63f7dcd162a087c6f; tree 30dbd065be0242fd7dc21c6421bf7b9cb3d82c16 exactly matches the tested PR head 4f9b779a04234535e175134eaaaf703420b6262b. Feature branch removed locally and remotely; inactive original source ref remains preserved.

Unavailable engine sources now retain state while independent liveness/activity/cleanup continues; authoritative empty maps retain removal behavior. Fallible adapters, co-managed abstention and the shared restore lifecycle follow approved master v14/P51 v2. Three source reviews and independent executable-proof review passed, with all-targets/fmt/Clippy/cognitive/layering/structural checks and focused engine controls. All 17 named P51 cases actually passed on Windows, Linux and macOS. All 14 required contexts, 23 check runs and the additional commit status passed on exact tested head. CI run39361331139 attempt2 SUCCESS; the single unchanged Windows failed-job repetition did not reproduce the prior CLI audit assertion. Cause remains unknown; both attempts are preserved.

The restore oracle does not execute the concrete Wry native body/tail; the accepted shared-boundary proof and native move review apply. P45/P50 stronger verification remains required.

Epic #2992 remains OPEN: 5/12 delivered (P40/P41/P42/P43/P51), 7 remaining in order: P44#2999, P45#3000, P46#2995, P47#3001, P48#3003, P49#3005, P50#3017. Next P44 starts only after coordinator self-handoff-and-clear and its fresh cold gate. The requested final no-bundle build runs once after all children land. No phase build, install, release or version bump.

    Delivery receipt: project-shared/2992-settings-owner/minimum-path-20261016/p51-v14-delivered-pr3137-v1.json.

P44 (#2999) delivered through PR #3139; merge/main 9ce147f8454af7ad9d4bd27c1a358f93fd229850. Exact tested tree preserved, all required/triggered checks green, five P44 cases passed on each of Windows/Linux/macOS.

    Progress: 6/12 delivered — P40 (#3053), P41 (#3056), P42 (#3113), P43 (#3119), P51 (#3137), P44 (#3139).

Remaining sequential phases: P45 #3000, P46 #2995, P47 #3001, P48 #3003, P49 #3005, P50 #3017. Next is P45 after the mandatory safe coordinator handoff and fresh phase gate. Epic remains open. Necessary-only scope retained; one final no-bundle build after all twelve children land.

    AC-2992-001 — technical rescore of duplicate-configuration admission

The user explicitly requires refusing an AC configuration document with a repeated exact JSON path at its initial legitimate read, stopping startup or the dependent operation with a user error, and leaving the file for manual correction. This replaces duplicate-tolerant compatibility proposals.

Scored unit: the additional whole validation/error-propagation change proposed by the architect, not the historical settings-owner remainder (77/100, raw156). Current proposal: D:/0_repos/AgentsCommander_iac/.ac/project-shared/2992-settings-owner/minimum-path-20261016/p45-duplicate-json-initial-validation-architect-proposal-v2.md; SHA256 2BC82C7207ECE0F621F78BD3A948A055725A36F1DB9B5229B1C2377FE7EBC797. Source HEAD 9ce147f; source and working tree unchanged. Proposed footprint41 paths, eight new delivery units; combined remaining footprint62 paths. The proposed20-phase partition is NOT approved by this score.

Excluded: issue/branch/PR administration, review rounds/messages, CI waiting, merge/cleanup/versioning/changelog, documentation volume and phase-count ceremony. No runtime PASS, implementation permission, scope waiver or acceptance of eight units is inferred. Six delivered phases remain delivered; all user authorization and source/verification/cold gates remain applicable. Before creating14 self-contained pending specifications, exact source feasibility and minimum-sufficient-scope review of this41-path blueprint will resolve whether its propagation, UI and green cuts are necessary.

    AC-2992-001 — duplicate-configuration admission, v3 rescore

Scored unit: Additional whole duplicate-JSON configuration admission and error propagation requirement, proposed D01-D08; separate from the historical E2992 remaining-task score77/raw156.

    Proposal: D:/0_repos/AgentsCommander_iac/.ac/project-shared/2992-settings-owner/minimum-path-20261016/p45-duplicate-json-initial-validation-architect-proposal-v3.md

    Repo source HEAD: 9ce147f, clean.

V3 closes the existing menu_guard fixture-consumer omission and specifies initial restore preparation/consumption while retaining asynchronous execution, authority, P51 completion and saved bytes. Footprint: 43 paths in new units, 63 remaining, 92 in the full delivered-plus-pending set. menu_guard was already in delivered P44, so the full set stays92. Twenty phases (six delivered/fourteen pending) remain a proposal, not approval.

Raw 128; final 62/100 = round((128-10)/190*99)+1. Previous additional-requirement score 62/raw128 unchanged. All ten categories reassessed against v3. Existing fixture-consumer adaptation and read-only sessions preparation clarify the same startup-admission contract already scored; scope remains cross-cutting, with no new parser/dependency/transport/concurrency protocol or test harness. No integer anchor/category change justified. Historical remainder77/raw156 is a different unit.

Excluded ceremony: issue/branch/PR administration; review rounds or message overhead; CI waiting; merges/cleanup/versioning/changelog; documentation volume and phase-count ceremony.

P52 #3146 stopped before source edits: the frozen recipe requires a duplicate error naming the real file, but identity_reference_value receives only bytes/PhysicalState and its planner has no target paths. This is a missing implementation recipe, not a reason to weaken the required error. Rust report: D:/0_repos/AgentsCommander_iac/.ac/project-shared/2992-settings-owner/minimum-path-20261016/p52-v23-rust-source-result-v1.md SHA256 CB8EB620208B4C0B13EE4F54943D3BD66C35B4E0F771AD861740FA9E21FBB59D. Implementation authority is suspended externally for P52-B1. Begin bounded Full R18 author correction, then the same five original exact-set votes and renewed mapping/standing/cold dispatch. Preserve nineteen unrelated phase bytes if no direct contract change requires otherwise. Six delivered phases remain closed; no new child/branch or build.
