I gave this a try and looks pretty good, I just had some issues that I don't think is a problem with this PR, but exposed a bug in the backend ... I don't know if we wanna fix here or separately

Adds a Converter Registry to the GUI for viewing configured converter instances and creating or removing converter configurations. This also unblocks a better converter pane in Chat.
