Summary

• Update the miner-block sync example's node configs to the required version 2 schema.
• Assert that retrying a complete sync persists zero duplicate blocks; the prior test cleared node2, synced only a range, and accepted 109 new writes as partial idempotency.
• Add the repaired 120-block sync scenario to network CI and update the public implementation checklist.

Verification

• tests/network/04-sync-miner-blocks/test.sh: 10/10 passed locally with the current modal binary.
