chore(workflows): remove Blacksmith runner support - #371

ARC is the default runner and nothing builds on Blacksmith any more, so the use-blacksmith-runners input, the converter's Blacksmith mapping, component-build's build-blacksmith job and the Blacksmith actionlint labels go. Callers that opt out of ARC, and events without a repository in the payload, now resolve the GitHub-hosted linux-arm64 runners. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

A caller that passes a removed input fails at startup, so these must merge first:
