Lets stacks whose providers talk to private endpoints use the shared Terraform workflows.
terraform-stack.yml (all opt-in; existing callers unchanged):

.tfsymlinked into a stack now counts as that stack depending on the link's target directory, so changing a shared file selects every stack that links it instead of nothing. Tested against a repo with 18 stacks linking one shared file: the change selects all 18; a change inside one stack still selects only that stack.terraform-discover.yml: `ignore` input (extended regex, default empty) for changed paths that select nothing, on top of `*.md`. For helper scripts and other files that cannot affect state, so they don't fan out to every stack.
