Reviewed 5976735. One P2 planning finding below: the new start semantics also require changing mixed-subscriber demand aggregation.
Direction: splitting additive catalog/clock work from the breaking timestamp API migration is coherent. The cross-language timestamp change carries most of the complexity; keeping consumer shape dependent on the untimed-peer decision avoids another migration. Reusing Anchor/Lane is preferable to introducing a second clock mapper.
Verification: reviewed all 13 changed planning files and relevant current subscription, relay forwarding, clock, catalog, and timestamp-property code. Source inspection only; no implementation or integration tests were run, and this PR contains no implementation to validate.

| - `start: None` joins where the publisher starts: the first served group | ||
| becomes the floor, so a group created below it is dropped by design. This is | ||
| what moq-mux's `container::Consumer` and the IETF publisher already assume. | ||
| Fix the `Subscription::start` docs in moq-net (which say `None` equals a | ||
| floor of group 0) and the matching js/net docs. |
There was a problem hiding this comment.
[P2] Preserve explicit floors when aggregating mixed subscribers
The None-means-first-served decision needs a corresponding relay aggregation change, not just updated docs. Subscription::poll_combined currently lets any None erase another subscriber's explicit floor, and the relay forwards that aggregate upstream. With a None subscriber already receiving group 1, adding an equally tolerant subscriber with start=group 0 leaves the aggregate unchanged. The source therefore keeps the first-served floor of 1, and a later fresh group 0 still never reaches the explicit-floor subscriber. Include demand aggregation in this quest and add a mixed-subscriber relay case, preserving each subscriber's requested delivery when resolving None.

Reviewed be203b4, specifically the four-file delta from 5976735. One new P2 planning finding below: fixed PTS release times conflict with reordered video's decode order.
The earlier mixed-subscriber floor finding remains unaddressed; that quest and the aggregation code are unchanged.
Direction: replacing arrival-dependent holds with a fixed scheduling contract is worth pursuing, but preserve decode order and settle which layer owns pacing across Export, CLI Delivery, and SRT before implementation. Keeping the max-delay rename as a separate planning decision avoids coupling API churn to that behavior change.
Verification: source inspection of the changed quests and relevant TS muxer, reordered-video fixtures, CLI/SRT pacing, and subscription aggregation. No implementation or integration tests run; this remains a planning-only PR. Check and Test were still running at review time.

| `moq export ts --delay <dur>` works like an SRT receiver's TSBPD. Each frame | ||
| goes out at its media time plus a fixed delay, measured from when the first | ||
| frame arrived, and in `(pts, pid)` order across tracks. A frame that misses its | ||
| deadline is dropped and counted. Output order is then a function of the media |
There was a problem hiding this comment.
[P2] Define release deadlines that preserve B-frame decode order
The per-frame PTS deadline cannot hold for supported reordered video. The muxer receives frames in decode order, with PTS sequences such as 0, 120, 40, 80 ms (existing fixture). Releasing the reference frame at delay+120 leaves the following B-frame past its delay+40 deadline even with no loss; sorting by PTS instead sends that B-frame before its reference. Define a decode-time-aware release schedule that retains each track's decode order, and require a paused-time B-frame regression before replacing the current interleave.

Reviewed 4f4fc05, specifically the two-file delta from be203b4. No new findings in the TimestampRewind diagnostic quest.
Direction: keeping this diagnostic-only and leaving #4635 open pending a failing sequence is appropriate. Reporting the refused timestamp and actual live edge targets the existing shared guard without assuming a FLAC-specific cause; the planned API break belongs on dev.
The earlier P2 findings remain unaddressed: mixed-subscriber floors and PTS deadlines versus B-frame decode order. Their quests and relevant code are unchanged; no duplicate inline comments added.
Verification: inspected the delta, FLAC/AAC import paths, producer cut/write guard, error propagation through moq-ffi, and #4635 discussion. Source inspection only; no implementation or runtime tests run. Check is still running for this head.

Review comments at @quest/m1/ts-export-delay.md:
- Around line 28-32: Update the `--delay` plan to explicitly state how
`Publisher Max Age` is handled: keep it as an independent TRACK_INFO
cache-retention setting unchanged by `--delay`, and clarify that no wire fields
change.

Nitpick comments:
Review comments at @quest/m1/lite-late-lower-group.md:
- Around line 24-33: Update start_floor_suppresses_late_lower_arrivals to
subscribe with an explicit floor of 7, rather than None followed by start_at(7),
so the test covers the explicit-floor subscription path. Preserve the existing
documentation distinguishing None from an explicit floor of 0.
Review comments at @quest/m1/timestamp-rewind-detail.md:
- Around line 11-13: Add timestamp and edge fields to the TimestampRewind type,
and update both construction branches in Consumer to supply the offending frame
timestamp with group_edge and the group minimum timestamp with edge,
respectively; keep Producer::write() construction aligned with the new API.

Follow-up on the existing findings, without duplicate inline comments:
- P2 mixed-subscriber aggregation remains incomplete. The new rule covers the reported floor-0 case, but "the loosest explicit floor wins" loses the opposite case: a
Nonesubscriber already receiving group 1, then a subscriber requesting group 100. Aggregating to 100 stops fresh groups 2–99 reaching the first subscriber. Its local cursor cannot restore data excluded upstream (cursor versus request). Preserve the resolved demand ofNonesubscribers too, and add this higher-explicit-floor regression alongside the new floor-0 case. This continues the original finding. - The DTS decision and B-frame regression address the substance of the decode-order finding. Reconcile the remaining PTS-order goal at line 8 and
anchor + pts + delayshared-stage contract at lines 20–21 so implementers get one consistent rule.
Direction: sharing the release mechanism across TS/FLV/MKV is reasonable, with container-specific decode timestamps retained. A validated full T-STD oracle is more useful than adding timing heuristics; enable its strict gate when the required byte scheduling also passes, rather than assuming fixed delay alone proves compliance.
Verification: inspected both planning deltas, prior reviews, subscription/cursor aggregation, muxer scheduling, and the existing compliance harness. Source inspection only; no implementation or runtime tests run. Check is still running for this head.
