WalkthroughThe changes add two quest documents and link them from their respective quest lists. One documents a proposed PR mutation-sensitivity check, including mutation selection rules and its advisory status. The other documents a load-dependent test flake in which WebSocket can win before the QUIC handshake completes, and records a fixture plan to make QUIC win. These changes document plans; they do not show implementation changes. Priority: ⬇️ Low Merge Risk: ⚪ Minimal · up to This documentation-only change introduces no identified merge-blocking risk. The proposed mutation gate remains future implementation guidance. Pre-merge checks |

Make the drills deterministic before requiring the gate
The required-gate decision relies on an incorrect premise: these drills do not use mocked time. rs/moq-relay/tests/drills.rs uses ordinary #[tokio::test], wall-clock sleeps and timeouts, real sockets, and a random impairment seed when MOQ_SHAPER_SEED is unset; the sensitivity suite also runs an impaired-lane mutation. Making this job required as planned can therefore block otherwise valid PRs due to timing or randomized network behavior under CI load. Either make the selected drills deterministic first or keep the sensitivity job advisory until that is true.

Agreed, the mocked-time premise was wrong. The gate is now advisory until the drills move onto controlled time (/quest/m1/time), and it pins MOQ_SHAPER_SEED so a red run is reproducible. Fixed in the latest commit.

Reviewed all four changed files at f1b01d0. Direction: arranging QUIC's win and selectively reusing the sensitivity harness are sensible; retain the nightly full run for indirect dependency changes.
One substantive plan correction, already raised by the independent Codex review: drill-mutation-gate.md:28–29 incorrectly describes the drills as mocked-time/deterministic. Verified ordinary Tokio tests, real QUIC, sleeps/timeouts and randomized impairment seeds in rs/moq-relay/tests/drills.rs; ingress-burst-never-collected.patch selects the impaired lane. Correct that premise and specify how baseline reliability will be established before making the gate required. No additional concrete bug found.
Two non-blocking implementation guardrails:
quest/m1/test-flakes-2/quic-winning-race.md:21–26: observe fallback cancellation explicitly. The currentaccepted.try_recv()only proves an empty queue at one instant; permanently holding WebSocket can hide a retained fallback. A drop/connection-close signal or deterministic cancellation assertion preserves the promised coverage without a sleep.quest/m1/drill-mutation-gate.md:35–40: includemerge_groupand its base SHA in the required check's event/selection contract, following.github/workflows/check.yml, so merge-queue commits receive the required result too. Reuse the existing workflow and mutation-name arguments rather than a parallel CI framework.
Verification: static GitHub review of the full patch and relevant test, harness, dispatcher and CI code, plus #5338's mutation repair. No tests or load reproduction run; timing/count measurements were not independently reproduced. State, head and reviews refreshed before posting.
The drills use real sockets and wall-clock timing, so a mutated run can fail for the wrong reason under load. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Reviewed a9af73b against my previous review at f1b01d0: one new commit, two documentation files, unchanged base.
No new actionable bugs found. quest/m1/drill-mutation-gate.md:28–37,47–48 addresses the false determinism premise from the independent Codex finding: the plan now acknowledges live timing/randomness and keeps the check advisory until the drills migrate. That is a sound correction; the milestone index agrees. Pinning the seed improves repeatability, though it does not by itself reproduce OS scheduling or load-related failures.
The earlier cancellation-observability and merge-group suggestions remain non-blocking implementation guidance in my previous review; those sections were not materially changed.
Verification: static review of the complete delta, current PR patch and linked controlled-time plan. No tests, load reproduction or CI execution performed. State, head and reviews rechecked before posting.

Do not claim a fixed seed reproduces timing failures
When this advisory job fails because host load changes socket-delivery timing, pinning MOQ_SHAPER_SEED will not make the red run reproducible. Fresh evidence in rs/moq-shaper/src/lib.rs:9-11 explicitly states that the seed reproduces impairment decisions but not kernel scheduling, and test/drill/README.md:124-127 adds that concurrent clients can receive different seeded streams between runs. Limit this promise to reproducing shaper decisions rather than the entire failure, otherwise the implementation and later triage will incorrectly treat a rerun with the same seed as a faithful replay.

Agreed. The plan now says the pinned seed replays the impaired lane's shaper decisions, and that socket timing and load still won't replay. Fixed in the latest commit.

Reviewed 59817ea against a9af73b: one new commit, unchanged base. No new actionable findings.
The delta addresses the remaining plan guidance: quest/m1/test-flakes-2/quic-winning-race.md:29–32 now requires direct cancellation observation, and quest/m1/drill-mutation-gate.md:49–52 includes merge-group selection and reuse of the existing workflow. Lines 33–35 also narrow the seed promise appropriately, addressing the overlapping CodeRabbit and Codex findings. The earlier advisory-until-controlled-time correction remains intact.
Overall direction is sound; the concerns from my prior reviews are addressed at the planning level. Static review of the full incremental patch and current documents only; implementation, tests and load behavior remain unverified. State, head and reviews refreshed before posting.
