quest(m1): plan native egress skipping disabled renditions - #5392
Conversation
WHEP, HLS/DASH export, and the moq-mux exports still serve renditions the catalog marks enabled: false. Add a quest for them and correct the simulcast rung disable quest's claim that native consumers already skip disabled renditions. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Rework the mid-stream mux removal decision
When a rendition is disabled after container headers have been emitted, the existing removal paths cannot implement the promised drop-and-restore behavior. mkv::Export::update_catalog returns HeaderRemovedTrack for any post-header removal, while fMP4 deliberately retains the declared track without a source so it can return, and FLV continues reading a bound track that leaves the catalog. Filtering disabled renditions at catalog intake would therefore terminate MKV exports or leave other formats idle instead of restoring the track, so the quest needs format-specific semantics before prescribing this approach and regression test.

Agreed, and verified: MKV returns HeaderRemovedTrack on a post-header removal, fMP4 keeps a declared track idle and can rejoin it but refuses a track first added after init (TrackAdded), and FLV keeps reading its bound track. So "drop a disabled rendition the way a removed one is dropped" would end MKV exports on any rung disable. This changes an accepted decision, so I left decision 2 unchanged and sent it back to the maintainer. My recommendation: a muxed export declares only enabled renditions in its header. After the header, a disabled rendition's declared track goes idle and resumes when it re-enables, and a rendition first enabled after the header follows each format's existing added-track rule.

Reviewed 78deef2. Centralizing selection and preserving HLS history are sensible directions. I independently confirmed the existing mux-removal finding at quest/m1/egress-enabled.md:53–55: the plan needs format-specific behavior for immutable container headers before promising drop-and-restore. No additional independent findings.
Static review of the complete documentation patch and relevant repository code only; no tests run. This PR itself changes no runtime API or wire format.

- Around line 67-68: Update the rationale in the quest/m1 README to distinguish
simulcast publisher readiness from end-to-end viewer protection: publisher work
can proceed independently, but preventing disabled rungs from stranding WHEP,
HLS, and moq-mux viewers still depends on native egress. Alternatively, mark the
older dependency statement as superseded.

`enabled` to the application and `moq-c` rejects a selected disabled rendition
without choosing an enabled fallback. Preserve the surrounding WHEP and HLS
discussion.

Reviewed 13441f7. The updated mux policy in quest/m1/egress-enabled.md:53–58 addresses the earlier immutable-header concern: declared tracks idle and resume, while first-time additions follow each format’s restrictions. The corresponding test expectations now match that direction. No additional actionable findings.
Static review of the documentation changes against the previously inspected exporter behavior; no tests run. No runtime API or wire changes in this PR.
