Plans Keep the winning transport: a moq-tokio connection keeps whichever transport won the https:// race, and the #4180 upgrade is removed.

On an epochless route, which is the default for lite-06, the browser and the bindings, the upgrade is a Restart right after connecting. Players re-resolve, re-fetch the catalog and reset their decoders. Nothing shows the upgrade helps outside CI's debug builds.

Decisions (maintainer, 2026-10-13):

  • ✅ Remove the upgrade in m0. Rejected: upgrading only when epochs match, keeping it as is, and measuring first.
  • ✅ Cancel the pending QUIC dial as soon as WebSocket wins, which also deletes fix(tokio): retain QUIC fallback after an early WebSocket close #5284's closed fallback.
  • ✅ Keep the WEBSOCKET_WON memo and document what clears it.
  • ✅ Remove moq_net::Session::setup() unless GOAWAY drain migration gates on it.
  • ✅ First-party consumers that follow Restart moved to m1 (restart-followers), since drains and publisher replacement still send it.

Tree changes:

  • Deletes the m1 transport-upgrade epic and its JS child.
  • Folds the QUIC-wins race flake's remaining item into this quest: observe the loser's cancellation instead of try_recv().
  • Fixes the links to the deleted quests.

Public API: none in this PR. The plan removes Session::setup() (breaking). Wire: none.

quest check: 475 documents ok.

The upgrade turns every WebSocket win on an epochless route into a Restart
right after connecting. Plan its removal in m0, delete the m1 transport-upgrade
epic, and fold the QUIC-wins race flake's remaining observation into it.

P2 Badge Mark the transport upgrade as planned, not completed

At this commit the WebSocket-to-QUIC upgrade is still implemented in rs/moq-tokio/src/connection.rs and client.rs; the new m0 quest is only the plan to delete it. Recording that it “was removed on 2026-10-13” therefore makes this quest's rationale and its claim about current session behavior false until the implementation lands. Describe the removal as decided or planned, or update this history in the implementation commit.

Agreed. Fixed in ae45e3c: the note now says the removal was decided on 2026-10-13 and is being done by the m0 quest, and that a WebSocket session will stay on TCP.

Merge summary:

  • Plans Keep the winning transport and deletes the m1 transport-upgrade epic (with its JS child) and the m1 QUIC-wins race flake, whose remaining item is folded into the new quest. Every link to the deleted quests is fixed.
  • Decisions are the maintainer's, recorded in the PR body (2026-10-13); none were reopened.
  • Review: Codex flagged that quest/m3/uring-tcp/README.md described the upgrade as already removed. Fixed in ae45e3c to say the removal is decided and in progress.
  • Checks: quest check (475 documents ok), Check, Test, and Quest CI pass. Spot-checked the plan's code references (WEBSOCKET_WON, the upgrade and race tests, Session::setup()) against main.

Public API: none in this PR. Wire: none.
