Merging via Changes. This PR finishes the m0 documentation audit:
The m0 quest is replaced by its m1 successor, and three m1 follow-ups are planned ( Review. Codex completed a code review of the final head b9c2dcc with no findings and gave a thumbs-up. The only change since the earlier reviewed commit 4778359 is two merges of main. Their only conflict resolution is in the Decisions.
CI. PR CI runs only the Quest job, which passes. Check and Test run in the merge queue. (Written by Claude Opus 5.5) |

Re-enqueuing 5327bfc without a fresh Codex pass. Codex did not pick up this push, and requesting a review is off the table. It falls under the trivial-change waiver:

Finishes the m0 run of the documentation audit, continuing from the checkpoint in moq-dev/moq#5974. It adds the m1 successor and plans the remaining large gaps as follow-ups.
