When a session has no configured rate cap, a hostile peer can advertise an arbitrarily large target. Contrary to the claim here, that does cost more than a target just above the estimate: successful ProbeBW cycles continue raising the estimate and generating redundant traffic until the target or path capacity is reached. Because the only proposed clamp is the m2 rate-grant quest while this feature now ships in m1, the design permits unbounded peer-driven relay egress; add an m1-available budget or refuse Increase without one.

The stated m1 consumer is native publisher recovery, which only needs the send target derived from publisher reservations, but this quest also requires a public subscriber viewer handle, receive-grant allocator, JS implementation, FFI, and bindings. Its only named consumer is the m2 players quest, while browser padding and JS rung disable also remain in m2, so executing m1 as written publishes an unused cross-language API before any consumer needs it. Split the viewer-facing half back into m2 and keep only the native publisher target in this quest.

Refuse projections the catalog cannot represent
When an input declares cubemap or mesh projection, omitting the field makes it indistinguishable from genuinely flat video, so players silently render the wrong geometry. This is not the fallback for media without projection metadata described above; reject the unsupported projection until the catalog can represent it.

Agreed, fixed in 3820f95: the importers now refuse what the catalog cannot describe (cubemap and mesh projections, and Opus family 2 outside a square channel count of at least 4, such as zeroth order or RFC 8486's non-diegetic stereo pair), since an absent field would claim flat video or plain channels. Accept all valid Opus family-2 channel counts
This validation would reject valid family-2 streams with non-diegetic stereo, such as 6 channels for first-order Ambisonics plus stereo, as well as valid 1- and 3-channel zeroth-order forms. RFC 8486 Section 3.3 permits (1+n)^2 + 2j channels with j equal to 0 or 1, so validate against that set rather than requiring a square of at least 4.

When the grant falls below the lowest rendition's max / 3 boundary, the shared rung policy can disable every video encoder; once the final packets are acknowledged, this mechanism has no in-flight STREAM data left to retransmit. If path capacity increases later, the frozen estimate cannot rise and no rung can re-enable, defeating the stated recovery goal for video-only sessions. Keep a probe substrate available in the zero-inflight state or guarantee that one rendition remains active, and test reopening the path after all media has drained.

Make the VR180 fixture expect mesh refusal
The remaining MP4 VR180 acceptance case is fresh evidence of a contradiction: the official VR180 format requires a mesh projection, while this quest deliberately refuses every mesh projection because the catalog cannot describe it. A conforming VR180 fixture therefore cannot import with expected fields; make this an explicitly equirectangular 180-degree fixture, or assert that standards-compliant VR180 is refused until mesh support exists.

When an in-flight media group passes its delivery deadline during ProbeBW_UP, this m1 implementation has no way to recognize that at the recovery layer: quest/m2/quic-deadline.md remains in m2 and is the quest that adds SendStream::set_deadline to moq-quic, while it explicitly says native probing must not resend expired data. As ordered, m1 can therefore emit intentional duplicate bytes after max_delay, contradicting the stated deadline guarantee and making stale media compete with live frames; make per-stream deadlines an m1 prerequisite or remove this behavior until they exist.

Bound failed-group notifications across group sequences
When a hostile subscriber resets every successive live group and the publisher's consumer is slow or absent, per-group coalescing still creates one distinct notification for every sequence; an event queue, or retained deduplication state, can therefore grow without bound. Specify bounded retention and overflow semantics, such as a fixed queue or coalesced latest state, and test a long run of distinct failed groups rather than only duplicate failures of one group.

Fixed in 50c99f8 (now in this PR's head). A new Plan bullet keeps what a track retains bounded whatever the notification carries: coalesced latest state, such as the newest failed sequence and a count since the last read, never a queue. The tests now include a long run of distinct failed groups with no consumer reading, which must keep the track's retained state constant.

Keep Report on lite versions without padding
When a browser negotiates published lite-05 or lite-06, PROBE levels are available but the new padding stream type is not. Advertising Increase as proposed promises that the publisher will actively probe, yet every attempted padding stream is merely reset by that peer, so the estimate cannot rise and repeated recovery attempts cannot work. Apply the same version gate used for IETF drafts 14–17: advertise only Report on pre-07 lite sessions and test the negotiated level, not merely that the reset leaves the session open.

Fixed in 50c99f8 (now in this PR's head). Padding is sent only on lite-07 and IETF draft-18 on. lite-05 and lite-06 now refuse to pad and keep Report, the same as drafts 14 to 17. The writer test checks the negotiated level on those versions, not just that the session survives a reset. probe/viewer-target.md, which now owns advertising Increase, says the same and tests that a browser session on a refused version never advertises it.

Limit restart following to outputs that mark discontinuities
When this includes the stdout Subscribe reader, automatically following every open-ended subscription is unsafe for formats that cannot represent the break: the current run_ts path deliberately returns Replaced unless --stitch, and the following paragraph says the other stdout formats remain on the old instance and fail. As written, an implementation could instead concatenate independent publisher instances into one invalid fMP4, MKV, raw, or FLV stream. Restrict following to formats or modes with an explicit restart marker and keep unsupported outputs pinned and erroring.

Preserve probing for native sessions without BBR3 hooks
When a native publisher uses the supported iroh backend or configures moq-quic for CUBIC, this browser-only restriction removes its only probing fallback: iroh runs upstream noq rather than moq-quic (rs/moq-tokio/src/iroh.rs), and CUBIC has no ProbeBW_UP hook. The m1 rung-disable quest can therefore disable upper renditions, but the remaining lowest-rung traffic cannot raise the app-limited estimate enough to re-enable them after the path recovers. Keep a padding sender for native backends/controllers without the retransmission hook, add equivalent hooks for them, or condition rung disabling on an available recovery sender.

Agreed, fixed in f3cd70d. Rather than add a native padding sender or noq hooks (moq-quic is the transport we invest in), native rung disable now stops rungs only on a session with a sender: iroh on noq, and moq-quic under CUBIC or no congestion control, keep every rung encoding and follow their grants down as today, with a test. The padding quest no longer claims no native session lacks a sender.

Make evicted-group expiry a probe prerequisite
When max_delay reaches the 30-second cache window and a group is evicted while its FIN remains unacknowledged, GroupExpiry::is_expired still requires the sequence in state.lookup; the new quest/m1/evicted-group-stale.md explicitly documents that such a stream is never convicted. This is fresh evidence beyond the prior deadline reply: ProbeBW_UP can retransmit that stream after its expiry. Make evicted-group staleness a required predecessor and test eviction mid-probe, or handle this case in probing itself.

Park the failed-group API until it has a consumer
This quest still has no named consumer: an encoder and stats counter are only examples, and the plan admits the quest should be deleted if neither appears. Nevertheless, it remains required in m2 and plans a public Rust/JS API plus fan-out instrumentation. quest/m3/README.md places speculative work without a named consumer in m3, so move or delete this quest now rather than scheduling cross-language surface that may never be used.

Leaving this for the maintainer: keeping the quest in m2 with a consumer-first gate was decided with them on 2026-10-20 in moq-dev/moq#6059. The Plan already blocks any API until a consumer is named and proposes deleting the quest otherwise, so no surface lands speculatively. Moving it to m3 is a priority call for them, not a correctness fix.

Stop calling moq-quic the only Rust transport
The current tree still supports iroh over upstream noq (rs/moq-tokio/Cargo.toml:90-92), and the newly added rung-disable rule explicitly treats iroh as a native session without this sender. Leaving the epic's rationale as “moq-quic is the only Rust transport” contradicts that fix and can mislead implementation of sender/Increase gating; state instead that moq-quic with BBR3 is the only native backend providing this probing hook and that other native backends keep Report.

Agreed, fixed in 0e6a252: the epic now says moq-quic with BBR3 is the only native backend with a probing hook, and other native backends keep Report and never disable a rung.

Refuse stereo layouts the catalog cannot represent
When an input uses a valid but unrepresentable layout, such as MP4 st3d mode 4 (right-left) or a Matroska right-eye-first, interleaved, or anaglyph StereoMode, the catalog can encode only mono, left-right, and top-bottom (rs/hang/src/catalog/video/stereo.rs:11-26). The plan's refusal list and tests omit these cases, allowing an implementation to discard the metadata, invert the eyes, or advertise mono; require refusal for every packing and eye order the catalog cannot represent and add corresponding fixtures.

Agreed, fixed in e21672f: the importers refuse any stereo packing or eye order beyond mono, left-right, and top-bottom, each with a fixture.

Schedule evicted-group staleness before native probing
Fresh evidence after the Required-link fix is the milestone schedule: native probing remains here at line 90, while its new evicted-group-staleness prerequisite is not scheduled until line 105, contrary to this README's prerequisite-first ordering. Executing m1 in this order therefore still ships probing while an evicted group cannot be expired, allowing ProbeBW_UP to retransmit its stale in-flight bytes; move the staleness quest ahead of this entry.

Merge summary for this round:
(Written by Claude Opus 5.5) |
Problem
Several decisions settled with the maintainer on 2026-10-20 had no quest yet, or contradicted existing ones: the probe chain sat entirely in m2 although native publishers need it for the next release, padding still claimed non-browser transports, and follow-ups from moq-dev/moq#5878, moq-dev/moq#6059, moq-dev/moq#6061, moq-dev/moq#5765, and moq-dev/moq#5543 had nowhere to live.
Approach
Quest files only.
Moved:
quest/m2/probe/target.md->quest/m1/probe-target.md, now only the Rust session send target: the sum of a session's publisher reservations, handed to whichever sender its transport has. That is all native rung recovery needs. SETUP keeps advertisingReport, since probing to a local target is invisible on the wire. Thejs/netmirror moves to m2probe/padding, its only sender, so m1 ships no browser API without behavior.quest/m2/probe/native.md->quest/m1/probe-native.md, and the Rust/FFI/OBS half ofsimulcast-rung-disable.md->quest/m1/simulcast-rung-disable.md, which requires the send target and native probing, not padding.quest/m1/test-flakes-2/redundant-failover-drift.md->quest/m0/redundant-failover-drift.md; the load-round epic drops it.New:
probe/viewer-target[M]: the viewer half split from the old target quest. probe/padding.mdis browser-only (WebTransport injs/net), and pads only on lite-07 and IETF draft-18 on: lite-05 and lite-06 reset every padding stream and drafts 14 to 17 close the session, so those sessions keepReport.
