Re-run the audit against the commit being closed
This closes the m1 audit and defers its successor until after the release, but the recorded pass targets bce217e063 while this commit's parent is 2d73eea, 26 commits later. Between those revisions the quest tree gained 20 documents, deleted 13, and changed numerous existing plans, so the stated 463-document pass does not cover the 470-document tree being declared reconciled. Re-run the audit on the actual parent before removing the current gate.

Read all 463 quest documents across the tree with parallel read-only support, checked the state of 315 referenced GitHub items and the open-PR inventory, and spot-checked source claims against

Public API and wire
None. Quest documentation only; planned API and wire contracts remain with their implementation quests.
