Summary

A release audit of main against release found concrete follow-ups that merged PRs named but nobody owned. Each one was checked against current source and open PRs before planning. Seven remain, and planning turned up an eighth item the audit missed.

m1 (before the cut)

m2

m3

Dropped as already owned:

Decisions

  1. Goal
    • ✅ Plan quests only for verified, unowned follow-ups
    • Also make the P1 quests gate the release cut
  2. Process gap (merged PRs recommend quests nobody creates)
    • ✅ Extend the recurring quest-tree audit to reconcile merged PR follow-ups
    • Nothing
    • Rule change in CONTRIBUTING/AGENTS
  3. Nightly failures
    • ✅ Quest per unowned product bug (both turned out to be owned by open PRs)
    • Skip
  4. QMux split
    • ✅ One m1 quest for abort and close
    • Two m1 quests
    • Abort m1, close m2
  5. npm publish
    • ✅ Both a preflight quest and a human-action first-publish quest
    • Preflight only
  6. moqsrc surround Opus
    • ✅ m2 quest
    • m1 quest
    • Skip
  7. AC-3 bsid 9/10
    • ✅ Support it, m3
    • Make ac3_core consistent only
    • Skip
  8. HLS cursor
    • ✅ Fix in m1 (breaking)
    • Make it private, m1
    • Fix in m2
  9. IETF adapter
    • ✅ m2 quest
    • m1 quest
  10. First-publish placement
    • ✅ m2/release, gating cut.md
    • m1 human action
  11. First-publish contents
    • ✅ A 0.0.0 placeholder per name; the cut publishes the real 0.1.0 with provenance
    • Hand-publish the real 0.1.0

Public API and wire

None in this PR. The planned HLS fix is a breaking change to moq-hls and will carry its own MIGRATE.md entry.

Checks

quest check: 454 documents ok. just fix: clean.

Seven verified remainders from merged PRs get quests: qmux local abort and
close, a JS release dependency preflight, the HLS segment cursor failure,
draft 14-16 session errors, moqsrc surround Opus, and low-rate AC-3. The
four unpublished @moq npm names get a human-action quest gating the cut, and
the recurring quest audit now reconciles merged PR follow-ups.

Merging. Plans eight quests from the release audit's follow-ups and adds a follow-up reconciliation step to the recurring quest audit. Every decision is recorded in the PR body.

Review: Codex reviewed 6bfac1a with two findings. The qmux close bound is fixed in 1c80836: close delivers APPLICATION_CLOSE if the socket drains before the stall deadline and closes without it otherwise. Making the HLS cursor private is declined per maintainer decision 8. quest check --base origin/main passes on the head.

Merged main after #6351 landed: both PRs added entries at the same spot in quest/m1/README.md, so the resolution keeps all three. Quest check passes; no content changed, so this re-queues on the earlier clean review.

P1 Badge Claim package names before enabling the m1 preflight

This prerequisite is scheduled under release execution, which starts only after m1, but the m1 preflight is intended to fail dry runs while an @moq/* range is unpublished. Because the nightly workflow already invokes release-js.yml on main and these four names remain absent until this quest runs, landing the preflight first would make that nightly fail throughout the rest of m1. Move the name-claiming action ahead of the preflight, or make it an explicit m1 prerequisite, so the required nightly remains viable.
