fix(mux): start a TS program only once its PMT describes it - #6463
moq import ts --program all (ts::Programs) created a broadcast, catalog producer and importer for every program number the first PAT listed. A sub-megabyte input whose PAT names ~1000 or ~64K programs created that many live broadcasts. Completes Program cap.
Reproduced first: only_programs_a_pmt_describes_publish (a PAT of 1000 programs over four sections, PMTs for two) started all 1000 on main.
Approach
Rebuilt on the shared parser from moq-dev/moq#6371, as the maintainer chose after review round 4 of the earlier handoff design. No count constant or budget, per the quest.
Programs reads each whole PAT from the shared Demux (Packet::pat) and waits on each listed program's PMT PID with one section reassembler per PID. Waiting state is the PAT entries the input carried.
When a CRC-valid PMT for a waiting program lists a stream, Programs creates its broadcast and importer. It seeds the importer with the PAT and with that PID's reassembler as it stood before the packet (Import::with_pmt), then routes the packet through the importer's own PMT path. So the importer applies the last PMT revision in the packet, finishes a PMT spanning packets, counts the packet's corrupt sections, and starts its clock from the PCR the Demux already saw. Started state scales with the PMT bytes the input carried.
A later PAT moves a waiting program to the PMT PID it names, and drops one it no longer lists. A PAT repetition equal to the current one is skipped.
Programs holds no SI of its own. A program that starts on a later PMT picks up SI (SDT, EIT, TDT and the rest) at its next repetition, as an import joining mid-stream does.
CRC accounting: Programs counts a corrupt PMT section only when no started program reassembled PMTs on its PID from where that section began. A program reading the PID only for PCR or media does not count. A section begun in the packet that starts a program belongs to that program. Ownership follows what the PID's reassembler reports for each packet: whether it resumed a section begun earlier (resumed), and whether it began the partial left assembling (fresh). Programs count the rest, merged per PID with max as before.
psi::Pat::program_numbers lost its last caller and is removed.
Impact
Public API: none. Programs keeps its signatures; only its doc changes. The new Import::with_pmt, Import::reads_pmt, SectionReassembler::resumed and SectionReassembler::fresh are pub(super). Not breaking, so no migration.
Wire: none.
Behavior:
A program whose PMT never arrives, or lists no stream, gets no broadcast. Before, it got an unannounced one.
SI that arrives between the PAT and a program's first PMT is not captured for that program. Before, every program captured SI from the PAT onward. Sources repeat SI on a fixed period, so the program gets it one cycle later.
A later PAT that drops a waiting program drops it from the wait. Before, that program's importer errored and stopped the whole ingest. This matches the retire direction PAT changes decided. Removing a started program still ends the import, and a later PAT still adds no program; that quest owns both. Its notes are updated.
Benchmark
ts_programs gains an undescribed axis: the PAT also names 1000 programs no PMT describes. Against main's Programs on one machine:

Review rounds
Rounds 1 to 4 reviewed the earlier design, which scanned PSI itself and handed state to a late importer. Each round found more handoff state (PAT revisions, PMT revisions, grading, partial sections, the PAT reader, PCR samples). The rebuild removes the handoff: the shared Demux owns that state, and a new program reads its starting packet itself. All 9 findings are fixed or covered by a test. The round-4 partial-section CRC case needed the begin-ownership rule above; it is covered in a_corrupt_pmt_counts_once_whoever_reads_it.
Round 1 of the rebuilt design found three gaps. A PMT PID that a started program reads only as PCR or media hid a CRC error, and a corrupt section begun in a starting packet was counted twice; both are fixed, each with a test that fails without its fix. The third was SI sent before a program's first PMT. Round 2 (Codex and CodeRabbit) found the replay cache added for it unbounded and generation-unsafe. A sound one would need Capture's generations and a program clock that Programs lacks, so the replay is removed and the gap is documented above. Round 3 found that a section start abandoning a partial without completing a section kept its old owner, which double-counted the replacement. Ownership now comes from the reassembler's own report, with a test that counts 2 under the old inference.
Validation
just check: passed on the branch (scoped run: Rust lint and tests, quest, markdown, shell, toml, nix, justfile, gh). One earlier unscoped run during the merge stopped at the flake module (the github-runner VM build), which this PR does not touch.
cargo nextest run -p moq-mux --lib container::ts: 624 passed.
Mutation checks: the two-packet PMT test fails without the reassembler seed. The CRC test fails without the begin-ownership rule, without marking a starting packet's section as read, without the reads_pmt check, and under the old completion-based inference.
quest check --base origin/main: ok.
Not run: just test interop --all (no wire, FFI or gateway change).
`ts::Programs` created a broadcast, catalog and importer for every program
number the first PAT listed, so a small hostile PAT naming tens of
thousands of programs created that many broadcasts. Programs now waits on
each PAT entry's PMT PID and starts a program only when its PMT lists an
elementary stream, so the state scales with the PMT bytes the input
carried. CRC errors on a PSI PID are counted here until an importer reads
that PID, so each still counts once.

Walkthrough
The TS importer now waits for a PMT with streams before starting a program. It tracks waiting programs by PMT PID, applies later PAT updates, and records CRC errors for unread PMT sections. Tests cover startup and PAT and PMT changes. The benchmark now measures PATs that include programs without PMTs. The README link to the program-cap plan and the plan itself were removed, and the PAT lifecycle plan was revised.

…ding
A program waiting for its PMT now follows a later PAT (moved to its new PMT
PID, or dropped when no longer listed), starts on the last PMT revision in
the packet that completes it, and the first importer carries on the
pre-PMT TR 101 290 grading instead of starting blind.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…es each PAT first
The importer a PMT starts now inherits that PID's section reassembler, so a
revision the starting packet began is finished rather than lost. Running
importers take each PAT before the scan reads on, so CRC ownership of a PMT
PID a PAT just moved them to no longer depends on chunk boundaries.
`Import::resume` takes the handoff as one `Resume`.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
`Resume` also carries the scan's PAT reader, so a multi-section PAT
revision that began before a program's PMT is completed by its importer,
which then follows the PMT PID it names.

#6371 replaced the per-program reparse with one Demux. On it,
Programs no longer hands scan state to a late importer: it watches the
PMT PIDs of waiting programs, and when a PMT for one completes it creates
the importer (seeded with the PAT and that PID's reassembler as it stood
before the packet) and routes the packet through the importer's own PMT
path. The shared parser already owns the PAT reader, grading and PCR
samples, so rounds 1 to 4 of review findings fall away. The
`Import::resume` handoff, `Resume` and `reads_pmt` are gone; only
`Import::with_pmt` remains.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
`ts_programs` gains an undescribed axis: the PAT also names 1000 programs
whose PMT never arrives, in a multi-section PAT. A PAT repetition equal to
the one already read no longer rebuilds the waiting map, which was most of
that case's cost.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A program a PAT moves onto a waiting PID mid-section never sees that
section begin, so its CRC failure is the scan's to count. The scan now
judges each section by whether a program read the PID when it began.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A program that starts on a later PMT now gets the SI sections that completed
while it waited. A corrupt PMT section is counted by Programs only when no
started program reassembles PMTs on that PID, since a PCR or media reader
does not. A section that begins in the packet starting a program is that
program's to count.

The cache had no bound while any program waited, and it kept only the
latest bytes per section, so a next-version section could replace the
current one. Doing it right needs Capture's generations and a program
clock that Programs does not have. A program that starts late now gets its
SI on the next repetition, as an import joining mid-stream does.

Programs inferred whether a partial section survived a packet from whether
the packet completed any section. A section start that abandons the partial
without completing one kept the old owner, so a replacement the moved
program read from its start counted twice. The reassembler now reports
whether the latest packet resumed a section and whether it began the
partial left assembling.
