quest: plan keeping only moq-transport drafts 18 and 22 - #6693
[L] Drop moq-transport 14-17: the legacy control-stream adapter (ietf/adapter.rs, 2,701 lines; adapter.ts, 1,211), legacy SETUP negotiation, the request window and its public Limits::requests/relay setting, and the draft-17 varint family. Also fixes JS accepting any IETF value (including the unsupported draft-07) over SETUP.
Retargets m1/interop-coverage to drafts 18 and 22 and drops its 14/16-only request-limits case.
Why 14-16: since 2026-08-01, 74 commits touched the adapters (44 in October), at least 11 fixes were 14-16 only, and cross-cutting IETF features (GOAWAY, watched prefixes, receive leases) each needed a second adapter path. Peer data is in the epic README.
Public API / wire impact of the planned work: removes session::Limits::requests, the relay's limits.*.requests, ietf::Version variants and moq-transport-14..17,19..21 names, and seven ALPNs. Interop loses Cloudflare moq-rs main (16 only), and moxygen moves to its experimental draft 18.

✅ Epic with two quests, README carries the registry PR
Adds the m1 ietf-drop epic: delete drafts 14-17 (the legacy control-stream
adapter, legacy SETUP, and Limits::requests) and 19-21 from Rust and JS,
then narrow our interop runner registry entries. Deletes the two quests
that only fix 14-16 code, and retargets interop coverage to 18 and 22.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The m1 quest documents now specify moq-transport drafts 18 and 22, add plans to remove drafts 14–17 and 19–21, and narrow interop coverage to drafts 18 and 22. The session-errors planning document is deleted. The m2 IETF request-order plan and its references are also removed.
Priority: Low
Merge Risk: Low · up to 69070
The interop cleanup plan should remove all retired draft entries so explicit runs do not try unsupported versions after the removal work lands. This is a bounded issue with the plan.

Explanation
The description states the epic's purpose (moq-transport drafts 18 and 22 only), lists the planned removals (drafts 14-17 and 19-21, legacy adapter, request limits, ALPNs, public API names), explains the rationale with commit and fix counts, and records decisions on registry updates, milestone, and quest deletions. It matches the changeset, which adds the drop plans, deletes the session-errors and request-order quests, and retargets interop coverage.
