quest: plan the uncovered Nightly failures from 10-25 - #6833
Conversation
Adds quests for the three failures from Nightly 40192013303 that nothing else covers: qmux dead code on iOS, moq-relay integration tests without default features, and the macOS stuck-window eviction flake. Deletes the windows-relay-expect quest, which #6821 already fixed. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

No actionable bugs found in this planning-only change. The three separate quests are appropriately scoped: align socket-stat availability and callers with supported platforms, gate integration-test transport usage rather than enabling defaults, and reproduce the eviction race before imposing deterministic ordering. These are simpler than warning suppression or weakening the assertion. Removing the Windows quest is consistent with merged #6821.
Verification: inspected the changed plans, related feature gates/socket-stat callers, the eviction test, and #6821's diff. No builds or tests were run; the macOS race remains a hypothesis to reproduce, not a verified diagnosis.

Goal: plan quests only for the 3 uncovered failures, so that once they and the in-flight PRs land, Nightly and Platform pass on main. Right scope?
How far should #10 (qmux iOS dead code) go?
How should #11 (moq-relay integration tests without feature gates) be handled?
What should happen to #6817's duplicate
windows-relay-expectquest?Public API: none (quest files only). Wire: none.
