quest: plan follow-ups from the main-vs-release audit - #7004
Plans the follow-ups from a second audit of main (3bbf246) against release (9c380ee) that the existing quest tree did not already own.
Changes
Amended quest/m1/cut-audit/jitter-admission.md: a track's admission is also bounded by a per-track byte budget, as backpressure. Without it, frames that share one timestamp escape the time window. It now cites the container max buffer from moq-dev/moq#7056, which replaced container-backpressure.md.
New [S] quest/m1/quinn-sync.md: recurring. Each run ports quinn's fixes into the hard fork with their regression tests. The first run has three unported upstream fixes: f233510c, 6c69f9f4, and 623a0369.
Dropped at merge time
The Interop-nightly quest (quest/m0/nightly/interop.md) is gone. moq-dev/moq#7003 landed first with quest/m0/interop-green/, which plans the same failures (the wire-compat re-measure, the stale draft-14 browser test, and the routed interop --all cells). That newer decision wins. CONTRIBUTING.md already says to re-measure after any publish, so nothing from the dropped quest needed folding in.

Decisions
Interop: Nightly Interop has failed since 2026-10-22. How should this be planned?
✅ Interop nightly passes: new [M] quest under the m0 nightly epic, covering the pin, the draft-14 test, and cell triage
Remeasure pin only: [XS]
Skip
Jitter bytes: Add a byte bound to jitter admission?
✅ Byte budget as backpressure
Rely on the container budget
Quinn sync: Track porting fixes from quinn upstream?
✅ Recurring per milestone
Step in release/cut.md
Skip
IETF lease: Keep ietf-request-lease in m2?
✅ Keep in m2
Promote to m1
Quinn place: Where does the recurring sync live?
Release epic, before each cut
✅ Per milestone, ready now
Goal: Three changes, and no edits to other quests?
✅ Yes, that's the scope
Also amend existing quests
Choice made without asking: each later quinn run is created at /quest/m2/quinn-sync.md and requires /quest/m2/release/cut.md. That way it becomes ready once per release cycle after the cut shifts milestones, instead of right away.
Add interop nightly and recurring quinn sync quests, and bound the
export jitter buffer by bytes as well as time.

These changes update quest documentation. The Quinn plan defines a recurring process to assess upstream fixes, port applicable changes with tests, record the checked range, and continue the process each release cycle. The jitter-buffer plan specifies admission limits by timestamp window and per-track queued bytes. It also describes source backpressure and adds a test case for many frames with one timestamp.
Priority: Low
Merge Risk: Low · up to 5d5e7
This documentation-only change has no immediate runtime impact, but these omissions could weaken future Quinn synchronization and leave the jitter memory bound ambiguous.

No actionable bugs found in this planning change. The direction is sound: extend the existing jitter-admission quest with byte backpressure rather than duplicate its ownership, separate Interop triage from runtime fixes, and make upstream QUIC review recur after the milestone shift. The recurring sync’s applicability check is important: the fork README already describes a reset/stop double-credit correction, so a missing upstream ledger entry alone is not proof that its bug remains.
Verification limits: static review of the seven-file diff, the Interop workflow and affected browser test, container-backpressure plan, fork ledger, and release-cut/milestone rules. This PR plans work; it does not implement the bounds or upstream ports, establish a green scheduled run, or publish a release. No tests or builds run.
Agreed with the review's note on 6c69f9f4: the fork rewrote stop under "Stream credit on stop", so a missing ledger entry is not proof of the bug. The first run now checks each candidate against the fork before porting.

The update to quest/m1/quinn-sync.md:28–36 addresses the applicability caveat in my previous review: the first sync must inspect each candidate against the fork before porting, rather than treat an absent ledger entry as a remaining bug. This is the right guardrail for the rewritten stream-credit code. No new actionable bugs found; the overall plan remains sound.
Verification limits: static review of the single-file planning delta and previously inspected fork-ledger context. This does not verify an upstream port or runtime fix; no tests or builds run.
Landing summary: adds the Interop-nightly quest (m0) and the recurring quinn-sync quest (m1), and gives jitter-admission a byte budget as backpressure. All other findings from the main-vs-release audit already had owners, listed in the description. Review notes were addressed: the first quinn sync now checks each candidate against the fork before porting. The maintainer approved merging when clean. This is quest-only, so it's a jump candidate.
main's #7003 planned the same Interop failures as quest/m0/interop-green,
so this branch's nightly/interop.md duplicated it. CONTRIBUTING already
requires re-measuring wire-compat after any publish.

Define byte accounting and the overshoot rule.
The plan identifies only that queued bytes count. It does not define the byte set, whether admission uses the prospective queue size, or the maximum overshoot from an indivisible frame or source read. Since frames must not be refused, specify how this overshoot is bounded.

Record every non-applicable fix.
The Goal requires each fix to be ported or recorded as not applying. The Plan currently says to record one non-applicable fix. A run with multiple non-applicable fixes can leave the ledger incomplete. Require a reason for every non-applicable fix.

Landing summary (re-land after the queue's merge_conflict): merged main again (no conflicts) at 5d5e7ad4. The PR now amends cut-audit/jitter-admission.md with a per-track byte budget, citing the container max buffer from moq-dev/moq#7056. It also adds the recurring quest/m1/quinn-sync.md. The earlier Interop-nightly quest was dropped at an earlier merge in favor of quest/m0/interop-green/ from moq-dev/moq#7003, so the previous summary's mention of it is out of date. Codex reviewed this head with no findings, required checks pass, and quest check --base origin/main is clean.
Main's quest now requires a per-track byte budget beside the time bound
(#7004). Frames carry their payload size, and a track is full
while its queued and acquiring frames hold the budget, which also bounds
acquisition before a clock exists. The quest is rewritten to the remaining
simplification work.
