chore(quest): plan #7168's start-budget and draft-22 floor follow-ups - #7179
Landing #7168 (and its review) turned up three follow-ups that no quest owns:
A SUBSCRIBE_UPDATE that tightens the delay before the start is picked leaves the original, looser budget recorded, so later readers can skip history they could still fill.
A cold moq-transport-22 copy subscribed with an absolute 0.. floor serves only the latest group.
js/net could gain the same over-fetch once it starts requesting fills.
Approach
New m1 quest start-budget-update [S]: record the budget the start was actually resolved under. Updates can cross SUBSCRIBE_START in flight, so when the subscriber can't tell which budget the publisher applied, it records the loosest one (no over-fetch). The quest's first step is to check whether lite-06 has an ordering that resolves that ambiguity; without one, the quest becomes a later-draft wire change or is deleted.
New m1 quest ietf22-cold-floor [S]: draft-22 copies keep their absolute floor, and warm_backfill covers draft 22 again.
P2 — Do not equate the budget at START receipt with the publisher's resolved budget (quest/m1/start-budget-update.md:29–33). The proposed current-update-at-arrival alternative is not safe on unchanged lite-06: SUBSCRIBE_START carries a group, not an applied-update identifier or budget, and updates can cross the response in flight. For example, the publisher applies a tightening from 10s to 1s and picks START; before that response arrives, the subscriber widens to 5s. Recording the current 5s would again make a 3s reader skip history that a start picked under 1s did not cover. Tracking sent updates alone does not identify which the publisher applied. Specify conservative handling of this ambiguity (or another explicitly correlated resolution strategy compatible with the stated wire constraint), and require a regression where widening crosses an already-generated START, rather than testing only a tightening followed by widening after receipt.
Direction: separate small quests for the released-wire budget bug and draft-22 cold floor are sensible, and restoring draft-22 warm_backfill coverage is an appropriate acceptance criterion. The JS fill rule belongs with the future range implementation. This is a planning correction, not a claim that this docs-only PR changes runtime behavior.
Verification: static review of the quests, current lite START generation/update/receipt paths, and warm_backfill coverage, with an independent cross-check of the ordering issue. No tests, builds, or wire experiments were run.
Regression tests now cover a tightening and a widening that each cross an already-picked START.
New open question for the implementer: unless lite-06 has an ordering that proves a tightening was applied before the start, the Goal can't be reached on the released wire. In that case the quest should become a later-draft wire change or be deleted.
The scope decision (its own m1 quest) stays as settled.
The prior P2 planning finding is addressed: the plan no longer treats START receipt as evidence of which update the publisher applied, explicitly specifies the loosest possible budget when attribution is ambiguous, and requires both crossing-update cases. It also honestly retains the resulting history-loss limitation and makes released-wire feasibility an open gate, with a later wire change or removal of the quest if no ordering proof exists. This resolves the unsafe implementation guidance, not the underlying runtime history-loss bug.
No new actionable findings in this one-file substantive delta from 59e3f89; the base is unchanged. Direction is sound: establish what can be known before promising the fix. Static plan review only; no code changed and no tests or wire experiments were run.
The PR adds two required relay-related quests and documents their reported scenarios, investigation areas, and test plans. It also updates the JavaScript fill plan with rules for resolved starts and pre-06 wire versions.

this quest as owning the draft-22 absolute-floor backfill, while preserving that
Rust FETCH parity excludes it. Do not imply this quest owns all Rust draft-22
fills, since `ietf-fill-timeout.md` owns the FETCH `FILL_TIMEOUT` behavior.

The OpenAI review's P2 is fixed in 8f7a31d, and that review confirmed the fix. start-budget-update now records the loosest candidate budget when an update crosses SUBSCRIBE_START, never over-fetching. It requires crossing regressions and gates the quest on whether lite-06 can prove a tightening was applied; otherwise the quest becomes a later-draft wire change or is deleted.
