Problem: moq, moq.pro, and this repository each carry a fork of the quest CLI, skills, and instructions, and all three have drifted. moq's fork alone has line branches. A skill fix currently has to land three times.

Resulting behavior: adds m0 (first public release) with one quest to upstream moq's line-branch model and move both MoQ repositories onto a pinned copy of this repository. Interim skill fixes landed in moq-dev/moq#4227.

Validation: just check passes (4 quest documents).

Limitations: the m0 goal points at the planning notes until launch scope is settled.

Merging: adds the m0 milestone (first public release). The follow-up planning PR replaces the converge-moq quest, whose work landed in #2 and #5 plus moq-dev/moq#4252 and moq-dev/moq.pro#1942.
