quest: plan the host-gate cutover's follow-ups - #329
Plans the follow-ups left by moving moq.pro and rust2 onto the host gate, and by the fixer repairs in #320, #325, #327 and #328.
Changes
m0/host-land/triage.md (edited): a collateral ejection never counts as the PR's one fix attempt. Four moq PRs were handed back unexamined after sharing two broken batches.
m0/host-land/host.md (edited):
It records what shipped on 2026-10-31: the moq.pro and rust2 instances, remote-only checkouts, the *.localhost and font fixes, file-backed check output, restartIfChanged = false, fixer submodules, and KillMode=process.
m1/legacy-labels.md [XS]: delete LEGACY_IGNORED once every gated repository pins quest past #326.
Decisions
Decided 2026-10-31 by the user in /quest-plan:
Goal: ✅ every gated repository keeps landing unattended. Ejections blame only the PR at fault, collateral PRs requeue, and deploys or transient infrastructure errors cost no PRs.
Attempts: ✅ part of triage. Rejected: dropping it.
Daemon restart keeps its check: ✅ m0. Rejected: m1, or accepting a rerun per deploy.
GitHub retries: ✅ m0.
Conflict reports refresh: ✅ m0.
Land checks at gate priority: ✅ m0, for both the quest and host halves.
Legacy labels: ✅ m1, on the condition that every repository has bumped.
Flaky runner test: ✅ m0, fixing the cause rather than the timeout.
VM socket race: ✅ in the gate host quest.
"quest review can't find Codex inside nix develop": ✅ dropped. quest's dev shell finds it. The sub-agents' sessions lacked ~/.local/bin.
moq's three follow-ups go in a moq-dev/moq planning PR: just ci failing fast for the gate, cheap steps through quest gate --quick, and a nix.moq.dev 5xx not failing the check.
Review
quest review --base origin/main (Codex), round 1 on head b255c7a: no findings.
Plans what moq.pro's and rust2's cutover to the host gate and the fixer
repairs (#320, #325, #327, #328) left: collateral ejections keep their
fix attempt, a restarted daemon keeps its check, GitHub retries, current
conflict reports, land checks at gate priority, a fast kix runner test,
and deleting the legacy hold labels. The gate host records what shipped.

Walkthrough
This pull request adds planning documents and roadmap entries. They cover GitHub request retries, land queue reports and batch-check continuity, gate priority, a runner timeout investigation, and conditional removal of legacy hold labels. The changes document planned work and operational details; they do not implement the described retry, queue, or restart behavior.
Merge Risk: Low · up to b255c
This PR adds planning documents only, so nothing changes at runtime today. Several plans have gaps that could cause problems when implemented: retry limits, duplicate mutations, collateral-ejection handling, the host pin check and the restart batch record. Tightening those plan texts is worthwhile, but they do not block merging the documents.

Bound retries by attempts or elapsed time.
bounded backoff does not bound the retry loop. The land callers construct GitHub without a deadline, and GitHub defaults deadline to Infinity; the current attempt limit applies only to rate-limit responses. (raw.githubusercontent.com)
If a 5xx or network failure persists, GitHub.request can keep the land step inside one request indefinitely. Define a maximum retry count or total retry deadline before returning the last error.

Define mutation retries around effect reconciliation.
An internal retry in GitHub.request can repeat a mutation before its caller checks the result. land-head.ts checks the comment marker once, then sends the POST. mergePinned sends PUT /merge and checks pull.merged only after github.request returns. A dropped response after the first operation can therefore create duplicate comments or repeat the merge before reconciliation. (raw.githubusercontent.com)
Specify a caller-level retry loop for each mutation. Also change “a POST that creates ... a merge”; the merge endpoint uses PUT, not POST.

Cover all secondary-rate-limit response shapes.
The plan names 429, but GitHub can report secondary limits as 403 or 429. GraphQL can also return HTTP 200 with a rate-limit error in body.errors; GitHub.request cannot classify that after the GraphQL body is parsed. (docs.github.com)
Specify the REST header/body rules and the GraphQL error-body rule so secondary limits do not still fail these paths.

Define the durable in-flight batch record.
Persist the immutable plan before launching the detached check. It already includes the base SHA and each queued PR's head and enabledAt. Also persist the built chain identity and the checkout path, or explicit inputs that let recovery reconstruct them. On startup, recover this record before calling resolvePreparedQueue. Validate the current base and every tested entry against the recorded plan before applying any merge or ejection result. Otherwise, recovery can associate an exit status with a different queue and may not know which checkout to reuse or clean.

Make the collateral-ejection rule actionable.
serveBatch currently calls handbackRepeated for every ejected item, and handbackRepeated has no blame check. If the implementation only adds the blame result described above, collateral PRs can still be handed back as exhausted. Add a plan step that applies the repeated-attempt check only to the blamed PR. Define the no-blame case as well, because the plan ejects every PR when blame is unclear.

Include the deployed host pin in the compatibility check.
The plan checks only each repository's flake.nix or mise.toml pin. The live host runs quest land serve and pins Quest at 49cd094. If that deployment remains before #326, the cleanup condition does not cover it. Add the host pin to the check, or document why the repository checks cover it.
