Finishes Plan delegated follow-ups.

Summary

moq-dev/quest#292 already did most of this quest's Plan:

  • the guide tells agents to plan recommended follow-ups without offering first;
  • complete.md and spawn.md point at the guide;
  • "/quest-merge decides which to plan" now reads "/quest-merge plans them".

#292 also made /quest-merge run inline, so the background /quest-merge that motivated the quest no longer exists.

This PR finishes the rest:

  • Guide (assets/AGENTS.md): the follow-up rule now says the /quest-plan interview lets the user drop a follow-up. It also says a background agent's caller plans the reported follow-ups the same way. Before, the guide said only "for its caller to plan".
  • complete.md: drops its own copy of "each interview lets the user drop its follow-up"; the guide now says it. complete.md and spawn.md keep only their timing (after every sub-agent has finished).
  • afk.md: unchanged. It still holds follow-ups for the user, as the Plan says.
  • Deletes the quest and its link in the helpers epic.

Choices made without asking

  • Finished the quest with this small prose change instead of deleting it as obsolete. The Plan's goal of one guide rule, without copies in the skills, was not fully met until now.
  • Left the epic README's 2026-10-28 decision entry as history, as earlier finished children's entries are.

Checks

  • just check passes, including quest check --base origin/main.
  • just test passes (734 + 426 tests) when run with CLAUDE_CONFIG_DIR unset. With the variable set, as it is in this session, two tests in test/agent.test.ts fail because the variable leaks into the expected env. That is not caused by this change; quest/m0/agent-test-env.md already tracks it.

Review

  • Reviewer: Codex, model gpt-6.1-sol at medium effort, via quest review --base origin/main from this Claude Code session.

The guide's follow-up rule now says the interview lets the user drop a
follow-up and that the caller plans a background agent's follow-ups the same
way, so complete.md no longer repeats it. #292 already made merge, complete,
and spawn plan follow-ups without offering; this finishes the quest.
