Summary

Plans the direction change the maintainer settled in a /quest-plan interview on 2026-11-01. Each repository lands through GitHub's merge queue again, one PR at a time, with no batching and no pre-checks. When the queue drops a PR, a host watcher runs the existing Codex land fixer in the background and re-enqueues the PR. This reverses the 2026-10-26 decision in moq-dev/moq's quest/m0/ci/land.md. moq's own switch (its ruleset, merge_group workflow and runner) is planned there by moq-dev/moq#7589, which this links only in prose.

Structure

A new epic, quest/m0/queue-watcher/, sits at the top of m0. The name matches moq#7589's reference. Its README records every decision. Children in priority order:

  • pick.md [S] (new): quest merge --land enqueues into GitHub's merge queue, skips the behind-the-base refusal, and records a durable pick marker
  • removals.md [M] (new): the watcher reconciles every active pick's queue removals, with reasons and the merge_group failure logs (requires pick)
  • fix.md [M] (new): runs the fixer and re-enqueues at the back. It reuses the containers, collection, ready commits and comments, and carries over the fixer cap and reasoning effort from the dropped tuning quest (requires removals)
  • stop.md [S] (moved from land-fixer/attempts.md): unlimited attempts while progressing, plus the three stop rules (requires fix)
  • bad-picks.md [M] (moved from land-fixer/mergeability.md, with ci-park folded in): fixes picks GitHub refuses to enqueue (requires fix and pick)
  • flaky.md [M] (new; retargets the deleted land-fixer/flaky.md): re-enqueues flaky failures unchanged, and disables a test seen flaking twice in a separate PR (requires fix)
  • host.md [S] (new): kixelated/nixos runs the watcher for moq (requires fix)
  • follow.md [M] (new; folds in helpers/land-adopt.md): waits on the maintainer to judge moq proven, then moq-dev/quest switches and the others plan their own switches (requires host)
  • retire.md [M] (new): deletes the batching gate once nothing lands through it (requires follow)

The land fixer epic now covers only the fixer's own quality work, whatever started it. The host gate epic now covers the fixer containers and the frozen gate for the repositories not yet switched. m0's Plan records the decision, and its Required lists the new epic first.

Reconcile list

Deleted:

  • land-fixer/precheck.md: pre-checks are dropped with batching (#377 closed).
  • land-fixer/batch-check.md: there are no batch chains to check (#379 closed).
  • land-fixer/tuning.md: batch sizing, base-conflict rounds and rerere served only batches (#376 closed). The fixer cap and reasoning effort moved to queue-watcher/fix.md.
  • land-fixer/check-status.md: GitHub's merge queue shows each PR's position and state itself, and the fixer's comments explain removals.
  • land-fixer/ci-park.md: folded into queue-watcher/bad-picks.md. On a queue base, a PR whose required checks fail is a pick GitHub won't enqueue.
  • land-fixer/flaky.md: retargeted as the new queue-watcher/flaky.md. Its branch from closed #375 still claims the old path, so quest mv refused to move it.
  • host-land/reattach.md: no batch check survives under the queue, and the freeze stops gate improvements.
  • land-conflicts-refresh.md: the merge queue tests each entry on the current base and removes conflicts itself. It is also a frozen gate improvement.
  • land-squash-mismatch.md: the merge queue merges exactly the tree it tested. It is also a frozen gate improvement.
  • land-priority-sandbox.md: a frozen gate improvement. Priority for queue builds is noted in the epic's Plan for moq's workflow or runner to set.
  • helpers/land-adopt.md: its only remaining work, verifying the fork path on the host gate, moved to queue-watcher/follow.md as a check on the merge queue.

Moved into the watcher epic (retargeted):

  • land-fixer/attempts.md → queue-watcher/stop.md: decision 7 replaces the one attempt per pick.
  • land-fixer/mergeability.md → queue-watcher/bad-picks.md: decision 9.

Kept in place and retargeted:

  • land-fixer/protected-commit.md, land-fixer/lockfile.md: these are about the fixer's behaviour and apply unchanged. Only the epic's framing changed.
  • land-fixer/workflows-permission.md: covers fixer pushes from the watcher or the gate.
  • land-fixer/pr-signal.md: the fixer reads the PR's CI next to the merge_group log. A failing required check now goes to bad-picks.
  • host-land/fixer.md, host-land/fixer-tls.md: the watcher uses the same container. fixer.md notes that the stop rules replace its attempt limit.
  • host-land/host.md: retargeted rather than deleted, since I wasn't sure. Its remaining items (merge kixelated/nixos#16, the symlink VM tests, the socket race, moq-bot's runner permission) still serve the fixer container and the gate the other repositories keep. The QUEST_GATE_PRIORITY export is dropped under the freeze.

Left alone: land-priority.md (general gate admission, in #324), status-landing.md, helpers/merge-land.md (in #347), and kix/land-review.md.

Decisions

From the maintainer's /quest-plan interview, 2026-11-01. Each is recorded with ✅ in the epic README:

  1. Goal: ✅ yes, as stated: serialized merge queue, async fixer, re-enqueue · keep the host queue, serial
  2. Scope: ✅ moq first · all five at once · moq and quest
  3. Runners: ✅ self-hosted on nixos (moq-ci, label moq-queue) · GitHub-hosted
  4. Interim: keep improving the host gate · ✅ freeze gate work (feat(land): size batches from the measured failure rate, and fill past a base conflict #376, feat(land): run quest check on the batch's chain before the sandbox #379, feat(land): rerun a failed check, and disable a rerun-proven flaky test #375, feat(land): pre-check queued PRs while a batch's check runs #377 and ci: name failed modules for the land gate's rerun moq#7588 closed)
  5. Build concurrency: ✅ 1, maybe 2 with measured data
  6. Re-enqueue: ✅ back of the queue · front
  7. Attempts: ✅ unlimited while progressing. Hand back on a no-op fix that isn't flaky, the same failure right after a fix, or 3 unchanged flaky re-enqueues in a row.
  8. Flaky: ✅ the fixer re-enqueues them, and a test seen flaking twice is disabled in a separate PR with a follow-up quest. The feat(land): rerun a failed check, and disable a rerun-proven flaky test #375 rerun is dropped.
  9. Bad picks: ✅ the watcher fixes them (including with the quest merge driver), then pushes and enqueues
  10. Milestone: ✅ m0, top

Choices I made without asking, for review:

  • A conflict after the base moved counts as a new failure, not a repeat, under the stop rules (stop.md).
  • The disable-flaky PR is enqueued by the watcher with no human pick. This carries over the earlier flaky decision ("a separate PR the gate queues").
  • The watcher is planned as a quest land watch subcommand that shares quest land serve's credential, state and comment code. The first child settles the form.
  • follow.md flags that GitHub has offered merge queues on private repositories only under Enterprise Cloud. moq.pro is private and moq-dev is on Team, so moq.pro may not be able to switch. That would need a maintainer decision before retire.md.

Suggested follow-ups

  • Confirm whether moq.pro (private, GitHub Team) can enable a merge queue. If not, decide whether it stays on the host gate, which would block retire.md.

Review

Codex (gpt-6.1-sol, medium) through quest review, round 2, at head 0c9c4d0b8507c83a8bff8ebaa069832c57a4fb5d: no findings.

  • Round 1 (head fccc4856): removals dropped between polls would be missed, because only queue snapshots were diffed. Fixed: removals.md now reconciles every active pick's removal events against a persisted per-pick cursor, and requires pick.md's durable marker.

Plan the 2026-11-01 direction change: repositories land through GitHub's
merge queue one PR at a time, and a host watcher runs the land fixer on
each PR the queue drops and re-enqueues it. Adds the m0 queue-watcher
epic, moves the attempt, mergeability and flaky quests into it, and
deletes the quests that only served the batched host gate.

Walkthrough

The m0 documentation defines a GitHub merge-queue watcher that handles refused or dropped picks and coordinates fixer work, re-enqueueing, and handbacks. It updates the land-fixer scope and assigns queue policies to the watcher. It also documents host deployment, repository migration, and planned retirement of the batched gate. Several earlier batch-specific plans and gate-related documents are removed.

Merge Risk: Moderate · up to 0c9c4

This PR is a plan for a merge-queue watcher and changes no running code. Before relying on it, resolve the contradictory pick-ending rule, the removal-event fields the restart cursor needs, the permission prerequisites for cutover, fork-branch handling, and tracking of watcher-created disable PRs. Otherwise the implementation may re-enqueue PRs a maintainer removed or leave failures unfixed after cutover.

The fixer gets a summary of the PR's checks (check name, conclusion, run URL,
and a trimmed log of each failure) in its job input, next to the queue's
failure log. A failing non-required check never stops a PR on its own; a
failing required check keeps GitHub from enqueuing it, which
[Bad picks](/quest/m0/queue-watcher/bad-picks.md) handles.

Remove the stale batch-shaped input contract.

The Goal still says “each batch PR's check results” and “failing batch.” Rewrite it to describe one dropped PR and the queue failure log.

Do not treat workflows: write as fork-branch write access.

prepareHead and the fixer already fall back when entry.maintainerCanModify is false, and the fixer records a ready-commit resolution when a fork push fails. Keep that handback, state the writability precondition in this quest, and add the same fallback to the bad-pick plan, which currently promises an unconditional push and enqueue.

Suggested documentation fix
-The moq-bot GitHub App (ID 1039466) has the `workflows: write` repository

Update the quest documentation to clarify that the App’s workflows permission
allows workflow-file pushes only when it can modify the target branch; preserve

Track watcher-created disable PRs as active picks.

removals.md reconciles only open PRs with an active pick marker. flaky.md says the watcher opens and enqueues the disable PR as moq-bot, but it does not specify that the watcher records the required marker. A dropped disable PR can therefore remain outside reconciliation. Record it through the same pick path before enqueueing, or define a separate tracked path.

Update the watcher flow described in flaky.md to ensure each disable PR is
tracked for removals.md reconciliation before it is enqueued: record the

equivalent tracked path that reconciliation recognizes.

Make actions: read and checks: read cutover prerequisites.

The host plan says moq-bot "may need" actions: read, but the watcher cannot supply the fixer with a failing build's log without it. Add both App permissions to the plan as explicit prerequisites before quest land watch runs. The current plan verifies the watcher only after deployment, by checking that it re-enqueues a dropped PR, so a missing permission would not be caught before cutover.

Align the pick end condition in pick.md with the removal rule.

Line 38 says "only a handback ends the pick." The watcher README and removals.md both say that a person removing the PR also ends the pick, and the watcher leaves that PR alone. The plan gives two answers to whether a pick stays active after a person removes the PR.

The hold rule on lines 36-37 depends on the same answer. It applies "while the watcher still holds it," so whether quest:merge must stay applied after a person's removal is unclear. Decide the person-removal case, then state the hold outcome for that case in this section.

Return the fields required for durable removal reconciliation.

The existing quest status data path selects only createdAt, reason, and actor for RemovedFromMergeQueueEvent, then reduces the timeline to one landingStopped record. Extend this path, or provide an equivalent watcher query, to return each event's id and enqueuer. Without those fields, the watcher cannot advance its persisted cursor after a restart or identify its own re-enqueue.
