Self-nomination: @trivikr as a node-core-utils maintainer

Hi all, I'd like to nominate myself as a maintainer of node-core-utils.

I have 14 merged PRs here. Most of the recent ones cut down on dependencies and move to Node.js built-ins.

Dependency reduction and modernization

git-node land

As a maintainer, I'd like to help review PRs, triage issues and keep dependencies lean and up to date.

This issue was created as my review was requested over slack for #1201
After review and approval, we realized that I don't have write permissions.

From discussions on OpenJS slack, it's likely that I won't be given maintainer permissions as node-core-utils is direct line to node's CI.
I'll close this issue in a week or two, if there's no update.
